IOR THE PURPOSE OF STUb'YING THE. CITY OP.MIA14Xi
ANNUAL BUDGET PREPARATION PROCESS AND RECOMMENDING
TO THE CITY COMMISSION WHAT STEPS CAN BE TAKEN TO
BETTER COMMUNICATE TO THE CITIZENS OF MIAMI THE
CONTENTS OF THE BUDGET AS WELL AS THE PROCESS OF
THE COMMISSION'S REVIEW OF THE ALTERNATIVES
PRESENTED AND DISCUSSED DURING THE BUDGET PREPARA-
TION CYCLE.
WHEREAS, it is the desire of the Miami City Commission to
aBudget Review Committee for the purposes stated herein; and
WHEREAS, it is necessary to have a charter, or written state-
describing the structure, purpose. and other requirements of
this Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI FLORIDA:
Section 1. The Budget Review Committee is hereby created.
Section 2. The purpose of this Committee is to study the
budget preparation process and to make recommendations to the City
Commission concerning better communication to the citizens of the
contents of the budget and of the Commission's review of the alterna-
tives presented and discussed during the budget preparation process.
Section 3. The Director of the Department of Management
Services shall make available to the Committee all budget related
documents available to the public.
Section 4.
This Committee shall meet at least once a month
during the Budget Preparation Process period (April - September) and
minutes of these meetings, which shall be open to the public, shall.
be made available upon request.
Section 5. The Committee is urged and invited to attend
certain budget review sessions which shall be designated by the City
Manager each year when the calendar of the budget preparation cycle is
published.
Section 6. This Committee shall prepare a yearly report in
writirgfor the Commission through the City Manager's office, said
report to be submitted during the month of August of each year.

The City Cot7imissiotij for the past two or three years,' has`infortiially
provided for, a budget review Cominittee in response torequests of certai
interested- citizens to participate 'hi. the City's budget process,
reseritly, there is no legislation which forte -ally recognizes our Midget
1:teview Committee. In order to fort-flangethe desire of the Commission
to create a purposeful and effective budget review committee, 1 have
drafted the attached proposed resolution. The purpose of this committee
will be to observe and study the City of Miami's developing budget prepara'.
tion process and recommend to the. City how best to facilitate citizen
understanding of, and input into, the City's annual budgeting process.
The committee willconsist of five rnembers and five alternates. It is
anticipated that three to four years may be required for this committee
to develop recommendations for providing the average citizen with mean-
ingful, yet easily understood, information' about the City's budget prepara.-
tior process. It is anticipated that no specific or detailed review of the
fiscal year 1977 78 Budget document will be forthcoming; however,
perhapsan initial attempt to provide the City Commission with citizen input
can be accomplished in fiscal year. 1978 79.. A four year term of this
committee should be sufficient to accomplish the purposes and objectives
outlined in theattached resolution.
I will be preparing a memorandum _requesting nominees forthis
as soon as this .resolution is passed.
