This Act contains a $4 billion nationwide funding level and it is our understanding that each community will receive an alloca- tion for funding based on a series of indicators of unemployment levels. The list which was distributed contains the Administration's recommendations for the priority of funding. Numbered items are those which were previously submitted to EDA under the first round of funding. If EDA guidelines do not permit substitutions then the numbered projects will be funded first. It is our under- standing that additional projects will be considered for funding based on locally determined priorities.
