May,;12? theAdministration distributed a list bf potential
eapital projects for funding under Title I of the Local Public
works Employment Opportunities Act recently passed by Congress.
This Act contains a $4 billion nationwide funding level and it
is our understanding that each community will receive an alloca-
tion for funding based on a series of indicators of unemployment
levels.
The list which was distributed contains the Administration's
recommendations for the priority of funding. Numbered items
are those which were previously submitted to EDA under the first
round of funding. If EDA guidelines do not permit substitutions
then the numbered projects will be funded first. It is our under-
standing that additional projects will be considered for funding
based on locally determined priorities.
The criteria which were used in recommending the priorities are,.

The City Commission has previously expressed an interest in reviewing
these project priorities. Since each application representsa con
siderable investment of time and resources on the part of the City
weshould seek early Commission review in order, to commit resources
to the applications on a priority basis.
