At the present time, the City has completed or has underway expenditures of a little over $500,000 leaving a total balance including unsold bonds of altitost $6,500,000. The following are the remaining projects necessary to bring the Sanitation Department up to an accept" able operating level. We are faced with closure of the rubbish disposal area on Virginia Key. At the present time we are negotiating for consulting services to convince the D.B.R. that this area should remain available to the City until the completion of. the transfer station, which is scheduled for January or February of 1978. The estimated costs for these consulting services are about $50,000. When the area is closed asa disposal area, it'will be necessary for the City to completely cover and restore this area to an acceptable condition, pursuant to D.E.R. regulations. Based on past experience, this could run about $600,000. This does not include the development of this area for any public recre- ational purposes. It'is the City's plan to maintain the incinerator building at .12 Avenue and 20 Street as headquarters for the Sanitation Department. We have completed a contract for demolition of the stacks and are in the process of contracting for the dis- mantling of the steam and incinerator equipment. Conversion of this area and some improvements to the remainder of the building for better use is essential. Preliminary staff esti mates of what these conversions will cost, before having hired any professional advice, are that about $725,000 would be re- quired for modifications. This would convert the entire tipping floor into a warehouse facility, and consolidate Sanitation Department divisions in one building.
