HomeMy WebLinkAboutR-77-0457RESOLUTION No 77 457 RESOLUTION WAIVI O THE REQUIREMENTS OF AR'ILE V, "CONFLICT OF INTEREST", 0', C 1A$TI 2, "ADMINISTRATION" OF T} S CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AFTER MA -RING NECESSARY FINDINGS TO SUPPORT SUCH WAIVER; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH JONATHAN G. S'YMOUR, HENDERSON-ROSENBERG ASSOCIATES, AND DAVID M. SCULLY TO PROVIDE FOR PROFESSIONAL SERVICES FOR THE DESIGN OF TACOLCY PARK, LOCATED ON DR. MARTIN LUTHER KING BOULEVARD BETWEEN NW 8TH AVENUE AND NW 10TH AVENUE, MIAMI, FLORIDA; AND ALLOCATING FROM THE PARKS FOR PEOPLE BOND ISSUE FUND $82,700 FOR PAYMENT OF PROFESSIONAL SERVICE AND $2,300 FOR PRELIMINARY PROJECT EXPENSES. WHEREAS, the voters of the City of Miami have approved in an election on March 14, 1972 a Bond Issue in the amount of $39,890,000 for Parks and Recreational Facilities which includes $2,000,000 to acquire and develop the City portion of the proposed Dr. Martin Luther Xing Boule- ward Linear Park; and WHEREAS, the Miami City Commission by Resolution No. 74-98, dated February 6, 1974, has accepted in principle the "Linear Open Space Plan" for the development of Dr. Martin Luther King Boulevard Linear Park, previously approved by the Model City Administering Board and Martin Luther. King Boulevard Development Corporation, and has further requested that Metropolitan Dade County cooperate with the City in coordinating the design and overall development of Dr. Martin Luther King Boulevard Linear Park; and WHEREAS, by Resolution 77-228 dated March 16, 1977 the City Commission authorized the City Manager to enter into an agreement between the City and Dade County providing that the Dade County Depart- ments of Public Works, Housing and Urban Development, and the County Attorney's Office provide all acquisition, demolition and relocation services necessary for the acquisition of properties required by the City for Tacolcy Park and 12th Avenue Park; and WHEREAS, the team of Jonathan G. A. The following facts ate hereby found four -fifths vote of the members of the Commission. (i) Jonathan Seymour. and David M. Scully are members Cityboard; and (ii) The team of Jonathan G. Seymour, Henderson - Rosenberg Associates, and David M. Scully & Associates, landscape architects, with its designated subconsultant, Charles M. Sieger, architect, have submitted a bid offering services in connection with the development of Tacolcy Park and 12th Avenue Park within the scope of practice of architecture, landscape architecture, professional engineering, or registered land surveying, as defined by the laws o: the State of Florida; (iii) The team of Jonathan G. Seymour, Henderson- Rosenberg Associates, and David M. Scully & Associates, landscape architects, with its designated subconsultant, Charles M. Sieger, architect, were judged to be most qualified among all applicants to undertake this project; (iv) The aforesaid bid or proposal has been submitted and selected pursuant to the provisions of the Florida Consultant's Competitive Negotiation Act; (v) The herein proposed agreement by the City with Jonathan G. Seymour, Henderson -Rosenberg Associates and David M. Scully & Associates will be to the best interest of the City. B. Scully to provide professional consultant sere'ices for Tacolcy and 12th Avenue Parks on Dr. Martin Luther King Boule,rard, and authorizing payment of a fixed fee of $82,700 for these services and allocating $2, 300 for preliminary: project expenses. Consultant Selection Process. The consultants for this project were solicited and "selected in accordance with' the procedures_and criteria set forth in the Florida Consultants Cormpetiti,'e`. Negotiation Act. The qualiftisement for consultants which responded to the City's adz;er' ' let- ters of interest were e, aluated by a Competitix*e Selection Cornmttte composed of Mr. George J. Acton Sr. , Mr. Al Howard, and Mr. William Parkes, Mr. Charles Wright of the MLK Coordinating Committee, arid Ms Sheba Martin of the Tacolcy:Youth: Center.
