you would like to lease or purchase the building and the

It should be further understood that the city would not be

Please be informed that we are very interested in securing.
the old City of Miami Police Academy building for use by ��
Dade County Comprehensive Drug Program. A review of our
available resources reveals that we can offer the city
approximately $2.00 to $2.50 per square foot for said
property.
We are respectfully requesting that you give all due
consideration to our bid in light of the dollar amount
stated and the fact that in 1972, a Resolution was passed
by the City Commission stating that there was a definite
need for a drug rehabilitation program in, or immediately
accessible to the Central Miami district. An exhaustive
investigation by our agency has revealed that because of
the many HUD demolition projects, there are no available
buildings to consider other than yours (old City of Miami
Municipal Justice complex).

YOU have requested a non -binding letter outlining our needs and our pro-
posals regarding the old municipal Justice Building belonging to the City of
Miami.At this point, our needs ate fairly certain, but out proposals ate not.
The Center for Survival and Independent Living for the handicapped has
been funded for program planning and for architectural planning in the amount
of $30,000.00 by Metro Dade Countyts Community Development Program. Funds are
expected in the next funding year to provide for capital costs to acquire
property and build a suitable structure. Research is underway to determine
whether community development funds can be used for leasing a building or a
portion of a building, and whether it would be possible to make capital im-
provements to a building that was leased in such a manner.
What is needed is an area of about 9,000 square feet that is fully acces-
sible totheelchair users. There should be several small rooms and one large
room that would have a capacity of about 200 persons and that could be parti-
tioned off into three separate areas. The site should be in a location that
is central to Dade County, is safe for people with limited physical defenses,
has adequate parking and is in a relatively pleasant environment. The Task
Force and the Community Development staff that are planning the center have
agreed that the location of the old municipal Justice Building is the best lo-
cation of those that are currently available.
It is hoped that an agreement can be reached with the City of Miami for
the purchase of a portion of the property, or a long-term lease for a portion of
the main building, or one of the smaller buildings. 0f course, the desirability,
of the location could change drastically depending on the use of the remainder
of the property.
As soon as we know what specific proposals we arc authorized to make,
will contact you to request a meeting.

phone conversation. With Mr. Morris of my staff, I at senditg you copies
of out previous letter to Mt. A.Crouch indicating our interest it using
part of the old Miami Municipal Justice Building at 1135 NW 12th AVenue.
I believe it answers most of your questions; however, let me reiterate our
position.
The Itrmigration and Naturalization Service has a need to acquire a
detention capability in the Miami area. This mould be used to detain
aliens who have entered the United States illegally and are awaiting
deportatio
n. The average stay ina facility of this type is approximately
five' days.
The Service's: initial interest is only for that portion of the
facility where the jail complex is located) plus the down stair area
.
directly underneath the jail. , adjacent' parking and personnel
and Vehicle access would be required.
The Service has been investigating various options in satisfying its
needs in this area. The Service, although interested in this property,.
cannot commit to either outright purchase, lease or lease with option to
buy until firm prices have been agreed to. Whichever procurement method.
is agreed to, it seems fair to initiate actions based on appraised value,
unless the city would consider a dollar a year rental fee with INS paying',
for all modifications.
