On April 1977, Ms. Christina Bruce a represet tatiV e
frem The Muscular Dystrophy Association appeared in
the Point Control Office to obtain a permit for a
Festival to be held at David Item -way Park on 1 May 1977.
Ms. Bruce presented Permit No. 3304i issued by the
Recreation Division of the Parks and Recreation Depart-
mentwhich indicated use of the park area by 1500
participants of all ages. Since this event was to be
held in a City park, I advised her that no traffic
permit it was necessary. I did give I•is. Bruce what our
office refers to as a "courtesy permit". This permit
is given to groups who request some form of approval
from the Police Department in the event a patrol zone
car inquires if the group has permission to gather at
the location. Most radio patrol zone cars are unfamil-
iar with the Rules and Regulations for use of City of
Miami Parks, and a type of traffic permit, signed by a
Police Department Representative usually forestalls
confrontations between the group and the police.
On 25 April 1977, Pis. Bruce called the Point Control
Unit and asked to have off -duty officers assigned as
security for the event. Based upon the information
from the Parks and Recreation permit, 1 Supervisor
and 6 police officers were assigned. This number of
officers was reasoned to be adequate for 1500 people.

The influx of people continued all morning and the
only major problem encountered was the heavy traffic:

40i000 people in attendance. During the entire mort-
ing and up until the end of the concert people kept
arriving.
kt.1347 hours, 1Rescue 8 arrived on the scene and stood
by until 1800 hours. I called Ilescue 8 this morning
and spoke with Lt. Brower who was on the scene. The
squad did not receive any calls of an emergency nature,
but did dispense, aspirin and band -aids to various indi-
viduals. ,: A small First Aid Station provided by t`uscu-
lar:.Dystrophy Association was located in the park and
they candled several cases of cut feet caused by step-
ping on soft drink or beer pop tops.
The major problem was the shortage of sanitary facil-
ities to accommodate this large crowd. ` There were
seven:, portable rest rooms located in the park, plus
the main 'park, rest room area. Even with the long
lines at these facilities, everyone remained orderly.
During the entire day there were no major incidents
and very few confrontations between spectators and
the Police.``
The concert ended at' appro {irately 1815 hours, and
thecro�.d,: ,es estimated from 40,000 to 50,000 proceeded
to leave the park. ' The mass exit was extremely or-
derly, and: the only problem was the massive traffic
congestion. I left the park at approximately 1700
hours, and . traffic on S. Bayshore was normal. The -
only congestion I; observed was on S.W. 27 and S.W.
17 Lvenues and this was clear by 1715 hours.
