A RESOLUTION OF THE CITY COMMISSION MAXIM
C RTAIt FINDINGS ABOUT, AND ADOPTING WITH
MMDtFtCATIONS, THE MIAMI COMPREHENSIVE
NEIGHBORHOOD PLAN, A COPY OF WHICH IS ATTACHED
H T TO AND MADE A PART HEREOF, CONTAINING CEI
TAIL? ELEMENTS, REOUIRED AND OPTIONAL, UNDER
THE LOCAL GOVERNMENT COMPREHENSIVE PLANNING
ACT OF 1975 (CHAPTER 163 F.S.) FURTHER COM-
PLYING WITH THE MIAMI CITY CODE CHAPTER 2,
SECTION 2-67 AND CHAPTER 62, SECTION 62-5;
SUBJECT TO CERTAIN MODIFICATIONS CONTAINED
HEREIN, AS SHOWN ON EXHIBIT "A" ATTACHED
HERETO AND MADE A PART HEREOF, AND DIRECTING
THE CITY CLERK TO TRANSMIT COPIES OF THIS
RESOLUTION TO CERTAIN AFFECTED AGENCIES.
WHEREAS, the Local Government Comprehensive Plannitg Act
f 1975 (Chapter 163 F.8.) requires that local governments adopt
comprehensive plan and establishes procedures leading to adoption;
WHEREAS, the City Code, Chapter 2, Section 2-67 Master
Plan and Chapter 62, Section 62-5 Comprehensive Planning Program:
Preparation and Adoption of Comprehensive Plans for the City as a
whole or a Georgraphical or Functional Classification Thereof call
for the adoption of a master or comprehensive plan; and
WHEREAS, the City of Miami has declared its intention of
exercising its authority for the total area under its jurisdiction
under the provisions of the Local. Government Comprehensive Planning
Act of 1975 (Chapter 163 F.S.) by Ordinance 8545, dated April 22,
1976; and
WHEREAS, the Commission has designated the Planning
Advisory Board as the Local Planning Agency in conformance with the
provisions of the Local Government Comprehensive Planning Act of
(Chapter 163 F.S.) by Ordinance 8546, dated April 22, 1976; and
WHEREAS, the Local Planning Agency has transmitted the
Miami Comprehensive Neighborhood Plan for review by Resolution
PAB 27-76, dated October 6, 1976; and
WHEREAS, the Commission has transmitted copies of the.
Miami ,Comprehensive Neighborhood Plan to the Division of State
Planning; Bureau of Coastal Zone Planning, Department of Natural

Resolution 76=1031, dated Novetnber 17, 1976; and
WHEREAS, the Local Planning Agency has received and has
considered the comments of the governmental agencies in public
hearing and has recommended that the Commission transmit tespotses
and a technical report to these agencies (per Chapter 163 F.S
Resolution PAB 10-77, dated February 9, 1977; and
WHEREAS, the Commission has reviewed the comments of the
Division of State Planning; the Bureau of Coastal Zone Planning,
Department of Natural Resources; South Florida Regional Planning
Council; Dade County Planning Department and the City of Coral
Gables; has accepted the aforementioned responses as recommended
by the Local Planning Agency; has established a date certain for
consideration of certain elements of the Miami Comprehensive
Neighborhood Plan, and has further directed that these reponses.

February 23, 1977; and
WHEREAS, the Commission found that the Local Planning
Agency held a public hearing on the Miami Comprehensive Neighborhood
Plan with due public notice on February 9, 1977, as required by
Chapter 163 F.S.; and
WHEREAS, the Local Planning Agency has recommended
adoption, with modifications, of certain elements of the Miami
Comprehensive Neighborhood Plan, which comprehensive or master plan
is required by the Local Government Comprehensive Planning Act of
1975 (Chapter 163 F,S.); by Miami City Code Chapter 2, Section 2-67
Master Plan, and by Miami City Code, Chapter 62, Section 62-5
Preparation, Review, Recommendation and Adoption of Comprehensive
Plans for City; in public hearing based on the comments of the
governmental agencies, private groups and citizens, by Resolutions
PAB 11-77, dated February 9, 1977; and

NOW, THEREFORE, BE IT RESOLVED BY 'TEE COMMISSION 0
MIAMI , FLORIDA
Section 1. :The Compassion makes the following. findings:
Plan provides policies for the cotnpreherisive and.
'coordinated development of the City of Miami with
provisions for periodic review and provides princi
_pies', guidelines and standards for the orderly and
balanced future economic, social, physicial, envirotl
,mental and fiscal development of the City.
.The Plan is internally coordinated and consistent.
The Plan is generally considered to be economically
feasible, pending consideration of a Capital Improve-
ment Program at a later date.
The Plan does not contain fiscal proposals for the •
expenditure of public funds for capital improvements;'
.the economic assumptions underlying the Plan will be
.analyzed in a Capital Improvement Program to be con-
sidered at a later date.
The Plan has been coordinated with the several plans
of the State of Florida, the South Florida Regional
Planning Council, Metropolitan Dade County and the
adjacent municipalities through the review procedures
required by Chapter 163 F.S. Further, the Dade
County Technical Advisory Committee has reviewed the
Plan.
The Plan provides recommendations for its successful
implementation.

Planning Act of 1975 (Chapter 163 F.S.) and which further complies
with City Code, Chapter 2, Section 2-67 and Chapter 62, Section 62=5,
be and it is hereby adopted with modifications, as follows:

copies of this resolution to the Division of State Planning; the
Bureau of Coastal Zone Planning, Department of Natural Resources;
South Florida Regional Planning Council; Dade County Planning
Department and the Cities of Coal Gables and Hialeah,

serving parks. By 1985 this demand could increase to 532 acres.

The subtropical climate, unique environment of the Miami Region
and its recent development have created many issues related to its
future well-being. Most significant of these are high energy costs for
mechanical cowling, salt water intrusion into the Biscayne Aquifer
and well fields, continued supply of fresh water for population
growth and aquatic habitats, protection from flooding and tropical
storms, protection of the Bay and coastline and preservation of the
historical heritage and scenic resources.
Strategies have been and are being prepared for the Bay, Coastal
Zone and water quality management as well as energy conservation
by the State, South Florida Regional Planning Council and Dade
County. In support of and in addition to these strategies, the fol-
lowing are proposed.

UTILITY ELEMENT
BACKOROUNb
The Dade County Water Quality Management Plah proposes several
strategies for meeting present and future demands for water which
will exceed supplies now available. Water and sanitary -sewer services
are provided to the City by the Miami -Dade Water and Sewer Author-
ity; however the construction and maintenance of the water and san-
itary -sewer systems are the responsibility of the City Public Works
Department. The City is presently served with potable water and this
system is adequate for future growth in all areas except the Down-
town. The Water and Sewer Authority, however, already has a pro-
gram for installing high pressure mains in Downtown which will ade-
quately serve future growth. The City Public Works Department is
also responsible for the provision of local and areawide storm -drain-
age systems. Drainage improvements are based on an observation and
complaint basis and are coordinated with major street improvements.
Sanitation services are provided on a bi-weekly basis as well as public
property maintenance by the City Sanitation Department. Solid
waste disposal, however, is being transferred to a County function
and the City incinerator is to be closed. Florida. Power and Light

ing the Miami Comprehensive .Neighborhood, Plan.` We appreciate''
this opportunity to review the Plan prior to adoption by the
City Commission.
We have examined the Plan and find no reason to object to
its adoption. This is, howe er,.provided that provisions are
retained in the City of Miami Zoning Codes to provide for Unu-
seal uses and requirements for Utility Facilities. Also, since
the Plan calls for underground utility lines wherever possible,
we recommend that public rights -of -way be planned so that suit-
able locations are provided for buried utilities on the rights -
of -way, or that suitable easements be made available.

with -modifications the Miami Comprehensive Neighborhood Plan following a public
hearing on Aprilrequirements

5. Provide Electrical Service
All support facilities which are needed to provide electric
service to such land uses as may be lawfully authorized pur-
suant to this comprehensive plan, shall be permitted in any
use category and shall be deemed to be consistent with the
provisions of this plan. Underground utility lines will be
provided where economic, engineering and operating requirements
of FPL can be satisfied and construction should be coordinated
with street improvements.
