A RESOLUTION STRONGLY RECOMMENDING CONTINUA-
TION OF THE CHILD ABUSE TREATMENT PROJECT
OF THE UNITED FAMILY AND CHILDREN'S SERVICES
OF DADE COUNTY, INC.,AND URGING THE DADE
COUNTY LEGISLATIVE DELEGATION, AS WELL AS
THE GOVERNOR OF THE STATE OF FLORIDA, TO
SUPPORT THE IMPLEMENTATION OF FUNDING OF THE

WHEREAS, United Family and Children Services of
Dade County, Inc., a private nonprofit casework agency, which
has worked with the child abuse problem over many years has
demonstrated the fact that those who abuse can be made safe
parents with immediate and intensive therapy; and
WHEREAS, due to such immediate therapy being received
by the involved parents those children who must be removed from
their homes remain in foster care a shorter period of time which
results in annual savings to the State of Florida; and
WHEREAS, an average of 520 cases of child abuse and
neglect are reported each month in Dade County, of which 65-70%
are confirmed as actual abuse or neglect; and of these, 80-90 are.
severe abuse cases that require intensive counseling; and
WHEREAS, during the past 15 months 130 families in
Dade County have received intensive therapy through the Child
Abuse Treatment Project at Protective Services, and there are
80 cases involving 254 children under treatment at the present
time; and
WHEREAS, the funding of this project will not be con-
tinued by Dade County and the United Way and has not been included
in the next years budget for the Florida State stityif eh
Rehabilitative Services; and
WHEREAS, this vital, effective and essential project
will terminate on June 30, 1977 if funding of $200,000 is not
Appropriated by the Florida Legislature;

Section 2. The Dade County Delegation to the State
Legislature and the Governor of. the State of Florida, as well
as the talorida Legislature, are hereby urged to support the
implementation of funding of the Child Abuse Treatment Project
of United Family and Children`s Services of Dade County, Inc.
within the budget of the Florida State Department of Health &
Rehabilitative Services.
Section 3. The City Clerk is hereby instructed to
send copies of this Resolution to each member of the Dade County
Legislative Delegation, the :governor of the State of Florida,
the Speaker of the Florida House of Representatives, and the
President of the Florida Senate. The City Clerk is also hereby
instructed to forward a copy of this Resolution to each Member
of the Florida Cabinet, as well as to the Florida State Department.

NOW THEREFORE, BE IT RESOLVED by the Board of Directorso
United Family and Children's Services of Dade County, Inc. that.
1. United Family and Children's Services of Dade County, Inc.
and its individual Board members strongly support the continuation
of The Child Abuse Treatment Project; and
2. The United Family and Children's Services of Dade County,
Inc. encourages the Dade County Delegation to the State Legislature,
the Florida State Department of Health & Rehabilitative Services, and
the Governor of the State of Florida to support the implementation
of funding of The Child Abuse Treatment Project within the budget of
the Florida State Department of Health & Rehabilitative Services.
