BEVERAGE, NOVELTY, TOBACCO,AND FISHING
AND BOATING SUPPLY CONCESSION AT THE
COMMODORE RALPH MUNROE MARINE STADIUM,
'AND AUTHORIZING THE CITY MANAGER TO PRE-
PARE A CONTRACT BETWEEN THE CITY AND SAID
FIRM FOR SAID CONCESSION OPERATION, SUBJECT
TO FINAL CITY COMMISSION APPROVAL.
WHEREAS, the City of Miami has advertised for and
received bid proposals for the operation of a Food, Beverage,
Novelty, Tobacco, and Fishing and Boating Supply Concession
at the COMMODORE RALPH MUNROE MARINE STADIUM; and
WHEREAS, the City Manager and the Department of
Public Facilities report that the proposal submitted by Marine
Stadium Enterprises, Inc. is substantially acceptable as the
most advantageous to the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF.

Food, Beverage, Novelty, Tobacco, and Fishing and Boating Supply

approved.
THE CITY OF MIAMI, FLORIDA:
Section 2. The City Manager is hereby authorized to
prepare a contract for execution between the City and Marine
Stadium Enterprises, Inc. for the operation of a Food, Beverage,
Novelty, Tobacco, and Fishing and Fishing and Boating Supply
Concession at the COMMODORE RALPH MUNROE MARINE STADIUM, subject
to final City Commission approval.

Enclosed please find my Proposal,"' Questionnaire and the Price List
for both, the Food and Beverage Concession as well as the Fishing
& Boating Concession.
My company is submiting a hid for the food and Beverage Concession
as well as the Fishing &Boating .Concession and this is being done
because it is requested by your Bid proposal, however, we see 'a
great deal ofdifficulties and :problems in operating the Fishing &
Boating Concession and request the right to reopen the discussion
of the feasibility of a` Boat & Tackle Shop at a period approximately
six;. months after said operation has been in effect.
In examining the facilities, we have noted that the room available for
the concession is entirely too small. Neither a professional or non-
professional fisherman can enter the Boat & Tackle Shop for the purpose
of examining the merchandise without having to come through the food
preparation section of the stand. Fishermen normally like to examine
what they are buying and therefore, if a customer is permitted to pass
through the food area to examine the merchandise this may create various
problems, one of which is a safety factor.

YOU will note from our Bid Form that we are offering 20% on all the iteiti§.
sold in the Boat & Tackle Shop. The purpose for this is the fact that the
profit margin on these items is very small, for example, a 6 pack of
beer has a cost of $1.46 to the concessioner, if we add to this amount
the same percentage that is paid for the food & soft drink beverages,
to -wit: 36%, the City will realize a total of 90 for a 6 pack for a grand
total cost to the concessioner of $2.36. This leaves only a profit to
the concessioner of 14. This amount is hardly sufficient to pay for the
expected overhead including the labor cost. It is for this reason that we
are offering 20% of the gross for the items sold at the Boat & Tackle Shop
while offering a substantially larger sum, to -wit; 36% to the City for sales
of food and soft drink beverages.
If, however, we determine after the six month trial period that the operation
is successful, then we would be willing to increase the percentage paid
to the City for items other than beer sales and to further discuss the possibility
of expanding the Boat & Tackle Shop facilities.
If we are the successful bidders, we also intend to prepare a souvenier cup
as the one enclosed with this Bid.
This cup was originally used by our company at Florida State University in
Tallahassee and the total number of cups sold in Tallahassee was approximately
100, 000. The cups can be used over and over and its durability is excellent.
With regards to its design, we intend to meet with the Manager of the Stadium
and discuss the type of picture that is more practical and of course, the cup
and picture will be in color.
Our company further is interested in expanding the sale of other items in the
Marine Stadium and we will be willing to sit down with the Marine Stadium
Manager and discuss various improvements that we both may feel would be
for the best interest of the City.

after the end of each lease year.
The City reserves the right to award the privilege of an agreement

the annual rental guarantee bid (if any), the experience qualifi

Cations for leasing the "Food, BeVerage, novelty, tobac-
co, and fishing and boating supplies concessions at the
Commodore Ralph Munroe Marine Stadium."
We have made this bid, not because of the past
record of these concessions, but because we see the pro-
perty as having a real potential for development in the
future.
Marine Stadium Enterprises, Inc. has been formed
specifically to operate this facility. Its principals com-
bine expertise from the following areas: operating food
concessions at major special events and fast food restau-
rants and lounges at public facilities; a major marina
complex with waterfront food service; and, the design,
engineering and development of many major marine recreation
facilities.
At the time of presenting our bid to the City
Commission, we would be pleased to discuss in detail the,
concepts and plans we have for developing this facility
so that it can better serve both the boating public and
the general public, while producing considerably more
revenues for the City.

The enclosed bid is in response to the Specifi-
cations for leasing the "Food, Beverage, novelty, tobac-
co, and fishing and boating supplies concessions at the
Commodore Ralph Munroe Marine Stadium."
We have made this bid, not because of the past
record of these concessions, but because we see the pro-
perty as having a real potential for development in the
future.
Marine Stadium Enterprises, Inc. has been formed
specifically to operate this facility. Its principals com-
bine expertise from the following areas: operating food
concessions at major special events and fast food restau-
rants and lounges at public facilities; a major marina
complex with waterfront food service; and, the design,
engineering and development of many major marine recreation
facilities.
At the time of presenting our bid to the City
Commission, we would be pleased to discuss in detail the
concepts and plans we have for developing this facility
so that it can better serve both the boating public and
the general public, while producing considerably more

(The term "gross receipts" is understood to mean ail income collected
on accrued, excluding amounts of any Federal, State or City sales
tax, or any other tax, collected by Lessee from customers and re-
quired by law to be remitted to the taxing authority.) It is also
understood that the 4% Florida State Lease Tax on rental payments
Shall be added to Lessee's rental payment and forwarded to the City
as a part of said payment. It is the intent of the City that it is
to receive the proposal rental amount as net, free and clear of all
costs and charges arising from or relating to said demised premises.
Note #l: IMPORTANT Percentage bids shall be quoted to the
nearest tenth of one per cent (Example: 10.2%).
Note #2: If a bidder so desires he may also propose a minimum
annual guaranteed rental figure by completing the sentence which

An examination of the premises and the record of past
operations indicate that the facility has been under-utilized in
relation to what we believe to be its potential. We view these
concession operations as a challenge to develop activity and traffic
at the Marine Stadium, and make it a productive part of thegood
life in Miami.
Our bid is based on professional experience in operating
similar facilities, and in providing quality products and services
to the public at a fair price. In addition, considerable investment
will have to be made by the Operator in order to change the status
quo and accomplish our proposed objectives -- and that investment
must be amortized within the five year period of the Lease, thereby
effectively increasing the rent to the City.

Grave Rey marina leases a marine facility at Dinner Rey
from the City of Miami, and its operating record is well known to
the City, Ivey elements of that record are:
1, general expansion of the facilities and services for the
boating public -.: eg., an increase of approximately 300% in storage
capacity, and a new dock system.
2, providing amenities and facilities for the general public
who do not own boats eg., Cap'n Dick's Shack, and the rental of
rowboats and small sailboats.
3, improved appearance of the propert
hangers and extensive landscaping.
4. increased revenues to the City -- eg.,
previous tenant were $21-22,000 annually; when the new restaurant
opens, the combined minimum annual guarantee to the City will be
$96,000.

When Grove KeyMarina took over the �() �'�' operation of this
facility four years ago, it was a greatly run down and under-
utilized property. The Marine Stadium facility presents a similar
challenge, in that it is an unique site that is greatly under-utilized
in terms of its potential.
Meredith's previous experience includes a variety of marine
related activities, dating back to 1960 when he moved to Coconut
Grove. He had previously been an Account Executive with Batten,
Barton, Durstine & Osborn, an advertising agency in New York.

The firm of XDS&A has designed several marinas (including
their ancillary facilities), both in Florida and the fahamas. In
addition, it has designed a public olympic swimming pool with bath
houses and refreshment center, several golf and country clubs on
the blest Coast of Florida, and ten I#oward Johnson Motor Lodges and
Restaurants.
A large part of the firm's activities have been in the
design of highways and bridges, airport facilities and port facilities.
Many land use and planning studies have also been undertaken on
a fee basis.
KDS&A has been qualified by Metropolitan Dade County
and the Florida Department of Transportation to provide professional.
services in the categories of marinas, waterways and port planning.
A representative list of projects is attached.
Major considerations for the future development of the
Marine Stadium operation are in the area of site planning and land
use as they apply to public amenities in a marine oriented recreation
area. There are also transportation and parking problems. Kunde's
background and expertise in these areas will be a major contribution
o the proposed project.
Kunde is a registered professional engineer in Florida,
Alabama and North Carolina, and a General Contractor in Florida,
as well as belonging to several professional associations.
