RESOLUTION APPROVING THE ESSENTIAL TERMS
OF THE PROPOSAL SUBMITTED BY MARTIN RABIN
AND HENRY GRADY,III, A PARTNERSHIP, FOR
DEVELOPMENT OF A MARINA AND MARINA SUPPORT
FACILITIES UNDER AND AROUND CITY OF MIAMI
BAY BOTTOM LAND IN THE LAGOON SITUATED
WEST OF MIAMI MARINE STADIUM, SOUTH OF
RUSTY PELICAN RESTAURANT AND NORTH OF
RICKENBACKER CAUSEWAY, AND AUTHORIZING
THE CITY MANAGER TO PREPARE A CONTRACT
BETWEEN THE CITY AND SAID PARTNERSHIP
FOR SAID DEVELOPMENT SUBJECT TO FINAL
CITY COMMISSION APPROVAL.
WHEREAS, pursuant to public notice, sealed bids
were received April 15, 1977 for development of a marina and
marina support facilities in the lagoon West of MIAMI MARINE
STADIUM; and
WHEREAS, invitations to submit proposals were picked
up by 13 potential bidders and 2 proposals were received; and
WHEREAS, the City Manager and the Department of Public
Facilities report that the proposal submitted by Martin Rabin
and Henry Grady, III, a partnership, is substanitally acceptable
as the most advantageous to the City;
NOW, THEREFORE,
CITY OF MIAMI, FLORIDA:

essential terms of the proposal for
development of a marina and marina support facilities by Martin
Rabin and Henry Grady, III, a partnership, are hereby approved.
Section 2. The City Manager is hereby authorized to
prepare a contract for execution betwee the City of Miami and
said partnership for the development of the aforementioned marina
and marina support facilities, subject to final City Commission
approval.

One of the considerations in evaluating;the two Proposals is
number of wet ,storageboat_slips proposed. The partnership
of riabinandGrady propose 75 more slips or 1,150 lineal feet of
boat slips more than Dock Supplies and Hardware Inc, ' The addi-
tional
therental:.will generate more revenue thus .'increas n
Although the operation of the. boat;, dry storage area was not
offered by the City as a part of the bid' solicitation for this
marina bid, the bid of Martin Rabin and, Henry Grady ; included
an offer: to take over that area from the City for the installation
of a boat rack dry;:storafe; area. The 'City has already recovered
its initial investment' :in the creation of this area and is now
reali iingabout $7, 000':per.-` year of net revenue from it ;'even`
though it is ,consistently only about 1 'occupied The bid of
Mr. Rabin would : produce about $7,000 per year to the .City, if
his rack storage were 100%:rented. Although there_ appears
to be no .financial; advantage to the City to the :inclusion of
this `operation in the premises to be rented, it ° does :make some
organizational sense to have all of these facilities under the
management ; of one operator; and to thus get the City out of
allof,theseoperations 'with the exception of the stadium .itself'

on the l5th day of April, 1977, in the City Clerk's Office,
First Floor, Miami City Hall, 3500 Pan American Drive,
Dinner Key, Miarni, Florida 33133
Applicants Must have experience in marine related endeavors,:
-With marina development and operation experience particularly
desired. Applicants must also be able to show evidence of
financial capability to accomplish their proposal as submitted.
Applicants are cautioned that it will be their responsibility
to obtain all required Federal, State, and Local permits
required for development of shoreline or baybottom land,
that they should thoroughly investigate land ownership and.
control in the area to be leased, and that they should obtain
information on the status of water and sanitary sewer hookup •
• permits in the area to be leased, before submitting proposals.
Receipt of proposals incurs no obligation of any sort on the
part of the City of Miami.
All proposals must include a detailed description of the
.development plan (including a sketch), and shall relate
how the piers are to be installed, where parking accommodations
-are. to be located, where the Dockmaster's office is to be,
how water and sanitary hookups will be made, etc. Proposals
shall be submitted in accordance with the Instructions to
Bidders and Specifications, copies of which may be obtained
from the office of the Director, Department of Public Facilities,
Orange Bowl Stadium, Miami, Florida.
The City Commission of the City of Miami, Florida reserves
the right to accept any proposal determined to be in the best
interest of the City; or to waive any informali ty in any
proposal. The City Manager may reject any or all proposals.,
