Staff Report and Business Impact Statement
Ncial Area Plan - Amendment
Purpose:
This amendment introduces new language that clarifies the Public Benefit requirements associated with
Special Area Plans ("SAP"), and further clarifying how Public Benefits are to be calculated. This will provide
transparency for Applicants and the Public in the City's review of Public Benefits associated with Special
Area Plan applications.
Estimated Direct Economic Impact:
• There will be no additional municipal regulatory costs for businesses directly associated with this
legislation.
• Presently, there are no new charges or fees on business through the proposed Text
Amendment.
• There are no compliance costs associated with this amendment.
Estimated Number of Businesses to be Impacted:
The City has approximately twelve (12) active Special Area Plans, some of which were approved
under the previous term and processes as "Special District" under the 11000 Zoning Code. This
legislation will impact future and amended SAPs.
