Ad No. 43890 Carlos Ignacio Suarez, Executive Director Omni Redevelopment District Community Redevelopment Agency MONDAY FEBRUARY 22026 I MIAMI HERALD I 7A FROM I187GIE 6A PROTESTS Opponents of the ad- nistr'ation's immigra- tion agenda rallied Sat- urday in towns and cities, including some that have themselves been targets of aggressive enforcement operations. About a dozen people conducted a sit-down protest against ICE at a Trump building in New York. Nearly 100 protesters rallied in Fair Lawn, New Jersey, a community out- side New York City that is home to many immi grants. One of them was Alex Babm who came to the United States more than two decades ago from Ukraine. On Saturday, he thought of his homeland as he joined the protest. "Russia attacked Ukraine trying to take their human rights," he said. "Trump supports Russia. And now, here in America, innocent people have been killed because of his policies." He added, "This dem- onstration is about follow- ing the Constitution of the United States." Alba Lucia Morales Jimenez, aprofessor at Columbia University who migrated to the United States from Colombia, also joined the protest in Fair Lawn. Though she is naturalized American citizen, she has lately become worried that her citizenship may still not be enough to protect her from being a target for federal agents. "I don't feel safe any more," Morales said. "We don't want to be kid- napped, snatched, threat- ened, pushed, shoved and shot" Jessica Ochs, a photog- rapher, attended the rally with her husband and 16-year-old son. She said she was frustrated over the killings in Minnesota and the deployment of federal agents across the nation, some of whom have knocked on the doors of her fiends. It was important, she said, for people to keep documenting enforcement activity that they see and to hold federal agents accountable. "We are all witnesses," she said. "We all have phones in our pockets. We should use them for some- thing good." II''IIk®i11F IIAGIE 6A SHUTDOWN end a record -breaking shutdown. Would they like to attend a listening session at the White Mouse to discuss a potential deal? They all declined. The White Mouse official said the administration had requested the session to hear the details of what Democrats were demand- ing. Instead, Democratic senators stayed at the Capi- tol and huddled behind closed doors, emerging from their caucus meeting united to lay out their con- ditions: unmasking in - migration agents, ending their i ndisevni nate sweeps and requiring them to ob- tain wan'anis as well as abide by strict use -of -force guidelines, among others. Several Democrats had made it clear publicly, in the wake of Pretti's Idlli1g, that they would not vote for any further funding for the Department of Homeland Security without new re- strictions on federal in - migration agents. One of the influential Democrats who had been key to ending the fall shut- down, Sen. Catherine Cor- tez Mastro of Nevada, had issued a statement saying as ouch on the day of the Prefti shooting. By Mon- day, Sen. Jeanne Shaheen, D-N.Ii., who played a lead role in brokering last fall's deal, had said the same. Schumer said that the idea of trying to separate the homeland security money from the rest of a large spending package that was on track to sail through the Senate had already been percolating among some Democrats, but the killing of 0retti had stiffened their spines. "On Saturday, we knew we couldn't go forward after that without changing homeland security," he said. The decision was made that Democrats would deny Republicans the 60 votes required to advance the spending pack- age, which was needed to avert a shutdown Friday, in a bid to force changes. "We don't have that many leverage points in the Senate," Schumer said of the minority party, "but obviously, spending is one of them Laboring to preserve the painstakingly negotiated funding package before the shutdown deadline, Sen. John Thine, R S.D. and majority leader, encour- aged the Democrats to work with the White Mouse Trexecutive actions that ump might be able to take to satisfy them without reopening the spending bills. But Democrats did not trust Trump to follow through They were insist- ing on legislation. In their first comma - lion, Schumer urged the president to reach out to Thine and encourage hum to split off the homeland security funding from the rest of the spending pack- age. Within an hour, the president was back on the phone to the minority lead- er along with Thule, Speaker Mike Johnson and Roman. Trump endorsed consid- ering the homeland securi- ty funding separately. Thine was amenable, Schumer said, but the speaker, who will now have to push the package across the finish lure in the Mouse with his minuscule major- ity, was more reticent. Getting his members back quickly for a vote would be problematic, Johnson said. And he favor- ed a longer period of stop- gap funding for the Depart- ment of Homeland Securi- ty. Schumer balked at that idea, saying Democrats wanted a short extension to spur quick talks. They would agree to no more than two weeks, he said. A tentative agreement was in hand. Schumer said Trump CRY Of MIAMI, FLORIDA NOTICE Of PUBLIC NEARING A publla hearllg will be held by the CIt0 Cestesslon of the CIt0 of heron Fonda on Thurs., February 12, 2026. 900 AM. at CIt0111, located et 3500 Pan Amerlran DrNe, Rand Fonda, 33. tar the purpose of graang the tallawing'. Yet the road ahead for the deal is far from smooth, starting with the Mouse vote, expected Monday night or Tuesday. And while the outcome represented a victory for Schumer and Democrats, the negotiations over new limits on immigration offi- cers and security operations promise to be contentious, with no guarantee of a quick agreement. Schumer knew he was taking a political risk by pursuing the deal. He was hammered by the sive elements of his party last March when he yielded to Republicans on a stop- gap spending bill and has teamed to tread carefully with shutdown politics. The idea of maintaining any funding at all for ICE wa s touchy. But the blowback from his own party in this case has so far been much more restrained than last year. Some on the left have ap- plauded the push to impose new restrictions on im- migration agents. Putting those provisions into law in a short time will be difficult. Some Repub- licans have grumbled that Democrats were given too much deference on im- migration enforcement — an issue on which the COP has crushed them in recent elections— and will not be willing to concede much ground. Thine has suggested the two -week deadline will be almost impossible to meet, raising the question of whether Democrats will agree to more time exten- sio ns if the talks founder. Now the first round of the spending fight has ended, but another is start- ing. "Now we go on to Phase 2," said Schumer. Hannon Clerk of the Board MONDAY FEBRUARY 22026 I MIAMI HERALD I 7A FROM I187GIE 6A PROTESTS Opponents of the ad- nistr'ation's immigra- tion agenda rallied Sat- urday in towns and cities, including some that have themselves been targets of aggressive enforcement operations. That stars could have provided him some protections and possibly compensation for being fired. A commission investigator said that al- though Ethridge engaged n whistleblower activities as defined by the Whis- tleblower Act, he did not prove they were the cause of his firing. In December, Ethridge filed an unlawful termina- tion suit with the Public Employee Relations Com- mission, , which is pending. Though the guard is mostly a volunteer force, it has a paid staff of about 32, most of them, like Ethridge, retired military. De6antis reactivated the guard 75 years after it was disbanded, with critics at the time calling it his pri- vate army. In public statements in cent weeks, mostly on social media, some former guard employees claimed that Thieme racked up $100,000 in fight time and other costs to obtain a personal private pilot's license using guard planes and pilots, the Sentinel reported. Those former employ- s also criticized Thieme's spending mil- lions of dollars on aircraft parts and planes incom- patible with existing sur- veillance equipment and the guard's mission. And, like Ethridge, they said they were retaliated against for speaking out against Thieme, the third chief executive since the guard was reactivated four years ago. Mike Pintacura, one of the former guard com- manders who spoke to the Sentinel for last week's story, said this week that lawmakers in the Florida House were seeking an- swers. The House Speaker's Office confirmed via mail to the Sentinel that members "aware of the allegations, and e are looking into the smarter." The turmoil surround- ing the state guard comes as De6antis is asking the legislature to double its budget, which now is at $36 million. Neither the governor's office nor Thieme re- sponded to requests for comment. Since Ethridge was fired, other salaried pilots quit because they were intimidated or woreied about their safety, he said. "These are not volunteers, but hired paid professional pilots having to quit," he said. In a recentlnstagrarm post, Pintacura said Thieme misappropriated state funds and grossly mishandled budget proto- cols. He told the Sentinel he and others shared their concerns to members of the governor's staff but they have yet to hear back. "We are very disap- pointed with Governor DeSantis," Pintacura said. Hannon Clerk of the Board MONDAY FEBRUARY 22026 I MIAMI HERALD I SA II"IIk®M IWA¢'klll! 7A LITTLE HAITI Sounds of Little Haiti. These are welcomed changes among those who are evolved in the Little Haiti community. Ten'y Louis, co -producer of monthly music series, said Saintremy has ensured the center is "culturally ae— tive," particularly follow- ing a period where it was without leadership. "When she came on board, she started to e'e- ate cultural activities and cached out to different artists in the communities and getting involved and pushing people to partici- pate and create at the center," he said. "She's very big at cultivating and galvanizing people, espe- cially artists. We're just happy that she's here, at least for now." REPRIMANDS AND SUSPENSION Saintremy had been on the job for only three months before she got her first reprimand. By Dec. 9, she was before the Civil Service Board having her probation period extended another four months. Then, in a Dec. 22letter, the city's Parks and Recre- ation Department notified Saintremy she was being suspended without pay for three days for violating the city's media relations policy. It stated that on April 2 and Sept. 19 she spoke with news media, including an int nview with the Miami Herald where she detailed her plans for the cultural cen- ter. Saintremy appealed her suspension and also re- quested an investigation into the parks department, citing their decision to sanction her twice for the same violation after the board already issued an extension of her proba- tion. In response to email questions from the Her- ald, the city said it cannot comment on personnel issues,or did it comment c1 why the Dec. 9 re- cording of the Civil Sew - ice Board meeting was not available online. Two petitions began circulating in support of the work Saintremy was doing at the center after her suspension. One of the petitions, which is signed by "Concerned Communi- ty Members, Partners, and Patrons of the Little Haiti Cultural Center" offered a vote of confidence for her performance, stating that since she assumed the role, she "has demon- strated professionalism, dedication, and a clear commitment to the mis- sion of the Little Haiti Cultural Center as a space for cultural preservation, artistic expression, and community engagement." A separate petition post- ed on Ch nge.org is direct- ed to the Civil Service Board, admonishing them for disciplining her and raising the alarm at her "potential removal." The petition starter is identified as Remi Amenze, and was not made available for comment. "The LIICC has experi- enced an unusually high turnover rate in its man- agerial position, resulting in an enduring pattern of instability, poor employee morale, and eroded trust within the cultural com- munity it was created to serve," the petition states. SUCCESS IS NOT A PRIORITY The Miami Herald spoke with several of the Cultural Complex's past directors and found many shared the same concerns and com- plaints doing their tenures systemic neglect, budget issues and a confusing media policy that leaves them utuible to promote the center effectively. Sandy Dorsainvil was the t- director on and off for eight years and sees similarities in the ways that she was treated during her time. Dorsain- vil recalled also being reprimanded for promot- ing an event at the center a a billboard and for speaking with media. "It just lets me know that it wasn't just me," she said. "There's a problem. I can't put my finger on what the issue is with that beautiful space, but for nreason its success is not a priority." Dorsainvil said Saintre- my's treatment shows there's something going on beyond issues with leadership. "We can't all be the problem," she said. Dorsainvil also co -pro- duces Sounds of Little Haiti and said there are still roof and leak issues and occasional problems with the air conditioning. The city spokesperson sent an outline of repairs that have been done to the facility, including repairs to the roof, a new IIVAC system and mold remedia- tion. Abraham Metellus, who wns director from 2016 to 2019, said he's concerned the center could lose an- other director and is bus - dated by the continued delay in improvements. It just seems lice there's this systemic ne- glect of the Little Haiti Cultural Center by the parks department," he said, adding that work on the dance studio began when he was the center's director in2019 and isn't completed until last year. "For me, that just shows neglect," he said. The former directors also criticized Saintremy's reprimands from the city, stating a key function of her role is to promote ants at the cultural cen- ter, and that means speak- ing with media. Wa1'eq Saintremy's mediae predecessor, said he was not made aware of a media policy until after he spoke to the media early into his tenure, and believes that's what happened with Saintremy as well. He was also repri- maldedn font of the Civil Service Board, he said, but the board declined to extend his probation. "It seems like they want a'yes man' to stay in line, don't talk to nobody, and keep the center afloat with as little budget and as little staff as they're going to give you," he said. "It does not make the center, nor that position, enticing in any way. I'm concerned, and I hope that the com- munity wti1 continue to hold the city accountable." Met llus said Saintremy and other directors have tried to promote the cen- ter and the events, but have hit consistent road- blocks. He is concerned that the directors are be- ing set up to fail. I think what the city of Miami is doing is just trying to build a case of like, hey ... we have, quote -unquote, incompe- tentmanagers and it's not successful, so we're just going to bring in a third party to this run this," he said. "I think it would be a detrimental blow to the community." nity." Dorsainvil said there has also been a .entvnentre- garding the center that it shouldn't strictly be tied to Haitian heritage and cul- ture given the vast changes s1 Little Haiti. But Haitians and Haitian Americans deserve an area where they celebrate celebratheir culture akin to Little Havana, Overtown, and Coconut Grove, she said. "It's a valuable space, especially in today's cli- mate," she said. "Our com- munity needs a place of n. Our communion. a safe haven , and the colt 'al center is that."
