CLAUSE.
WHEREAS, funds are available in the Contingency fund in
the amount of $75,000t and
WHEREAS, Resolution No. 76-995 created the Latin American
Trade Exhibition Trust and Agency Fund; and
WHEREAS, on April 14, 1977, the City Commission adopted
Resolution No. 77-347, expressing the intent of the Commission to
provide funds for the Trade Fair of the Americas for additional
expenses not to exceed $75,000 through prune 15, 1977; and
WHEREAS, the implementing legislation for the aforesaid
authorized funding could not be completed on April 14, 1977; and
WHEREAS, the entire program is in jeopardy unless the
herein ordinance is adopted on an immediate basis;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDAt
Section 1. The City Manager is hereby authorized to pay
$75,000 to the Latin American Trade Exhibition Trust & Agency Fund
from the General Fund, Special Programs & Accounts, Contingency
Fund.
Section 2, The City Manager is hereby authorized to expend
$75,000 for the Trade Fair of the Americas project from the Latin
American Trade Exhibition Trust and Agency Fund through June 15, 197"7,
Section 3. The following appropriations are hereby made
for the Latin American Trade Exhibition Trust and Agency Fund;

Section 4. The above appropriations are made based upon
the following source of revenue for the 1976-77 fiscal Year:
Contribution from General rund,
Special Programs & Accounts,
Contingency pund
$75,000
Section S. All ordinances, code sections or parts thereof
in conflict herewith, insofar as they are in conflict, are hereby
repealed.
Section 6. If any section, sentence, clause. phrase or
word of this ordinance is for any reason held or declared to be
unconstitutional, inoperative or void, such holding or invalidity
shall not affect the remaining portions of this ordinance, and it
shall be construed to have been the intent of the City Commission
to pass this ordinance without such unconstitutional,, invalid or
inoperative part therein; and the remainder of this ordinance,
after the exclusion of such part or parts shall be deemed and held
to be valid as if such parts had not been included therein.
Section 7. This ordinance is hereby declared to be an
emergency measure on the ground of urgent public need for the pre-
servation of peace, health, safety and property in the City of
Section 8, The requirement of reading this ordinance on
two separate days is hereby dispensed with by a vote of not less
than four fifths of the Members of the Commission.
