Department of Trade'and Commerce promotion is the iMplerchta
tion of a program which is C.D. funded. The bepartment.bf
Conference and Con.vention'Promotion is stipulated by the'agree�
tt►ent between the City of Miami and the University of Miami,'
The Department of Recreation is idehtified as a function how
combined with Parks, and the bepartment of Cititens Services
is departmentalizing the current Office of Community Affairs,
You will also note the restructuring of the Communications
Department. This change places the responsibility for commune
ications equipment maintenance in the Department of t3uilding
and Vehicle Maintenance.
As was stated in our retreat,- areas of special responsibility
still need to be identified in greater detail; We are however,
on a tight budget schedule so. this memorandum will serve as
your authority to start budget preparation as outlined by these
department- responsibilities. At this time, there will be no
formal renaming of departme or the need for individuals to

partments will be created by ordinance only after consideration
by the City Commission. Any questions regarding day -to -day
operations will be channeled to this office as indicated above.

The Re =Encuentro Cubano, which the University Or manii sponsored last year,
was so successful that we are now actively planning another Re- Encuentro
for this year We invite the enthusiastic cooperation from ` you ` and the
City of Miami.
The University has received indication that the National Endowment for the
Arts will finance part of the cost of the program. I have asked
Professor Felipe J. Prestamo, Associate Dean of the School of Engineering
and Environmental Design, to coordinate the efforts of the various faculty
and staff members of the University of Miami who will be working in this
interdisciplinary program. Professor Prestamo will be happy to work with
you or with whomever you suggest in coordinating as well the participation
of the City of Miami in the program,
I am highly enthusiastic that this year's event will be as successful as
last year's. We earnestly seek assistance from the City of Miami in this
important civic endeavor. Professor Prestamo and I will be happy to talk

Last year the City of Miami cooperated actively
with the University of Miami, the National Endowment

The City of Miatni adVertised, on March 11, 197/ for proposals to
develop Watson Island as a major recreational and amusement facility,
in accordance With Resolution #77 -204.
Five proposals were received prior to the 2:00 p.m, April 26th ,. dead.

Gene Schoor Associates, New York, N.Y.

In addition a telegram was received from Mr. R.L. Munger, Jr, President
of Cedar Point, Inc. Sandusky, Ohio, stating that shortness of time
precluded submission of a full proposal and asking to be considered. as
a possible developer with detailed proposal to follow.
Staff analysis of these proposals is underway and initial observations
are as follows:
Three of the submissions appear not to include all information
required or are not responsive to the intent expressed in the
City's Request for Proposals.
The proposals submitted by Diplomat World Enterprises, Ltd. and
Collins Tuttle and Company, Inc. appear to be sufficiently substantive
in form to be given consideration as potential developers.
Diplomat World Enterprises, Ltd. is a partnership formed for this
proposal including three South Florida Businessmen as principles;
Mr. Samuel N. Friedman, Mr. Irving Cowan and Ronald L. Fine. The
proposal also includes in the development team, the firms R. Duell
& Associates, an architectural firm specializing in theme park design,
Economic Research Associates, and Hank Meyer Associates.

Sir, who is responsible for Black Children s= Black men or Uhite men?
We emphatically say: Black men! And it is not only a legal responsibility but
also a moral responsibility. If men do Pot accept moral responsibility, they
most certainly will not accept legal responsibility, for moral responsibility
comes from God. And the acceptance of moral responsibility is determined by oftelm
religious training.
Obviously, slave-shack black preachers are not qualified to impart religious
training. Further, we say that the worst mistake the white race made was trying
to teach Christianity to slave-shack preachers.
Because black slave-shack preachers have been too ignorant to change the
format of the black church with the changing times, millions of Blacks have been
and are being condemned to a meaningless street-life and to filling our penitentiaries,
Black slave-shack preachers have not only perpetuated slave-shack ignorance
but have sanctified it in the name of Jesus.
Today, in 1977, because of the ignorance of slave-shack preachers, thousands
of Black youths in Miami and millions throughout this highly competitive society
can not compete with white youths in anything other than football, basketball,
boxing, singing, and dancing -- and none of these activities require the use of
the brain.
Today, in 1977, look at any Black youth in the street and ask yourself whether
he or she has the academic background to become a chemist, a physicist, or a
scientist.
While we declare that Black children are the responsibility of Black men,
constituents,
nevertheless, you - as Mayor of Miami - are responsible for yournaiiIMICSIM
As Martin Luther set about to reform the white church, we undertake the task
of reforming the so-called Black Church.
