A RESOLUTION CLOSING, VACATING, ABANDONING
AND bISCONTINUINO THE PUBLIC On OP THAT
PORTION OP N.W. 5TH AVENUE BETWEEN N.W. 60Ti
STREET AND N.W. 62Nb STREET, IN CONJUNCTION
WITH TENTATIVE PLAT NO. 965 - "MIAMI EDISON
SCHOOL SITE PIRST ADD".
WHEREAS, the Miami Zoning Board at its meeting of
October 4, 19760 Item No. 1, following an advertised hearing,
adopted Resolution No. ZB 154-76 by a 7 to 0 vote recommending
the official vacation and closure of that portion of N.W. 5th
Avenue between N.W. 60th Street and N.W. 62nd Street, in
conjunction with Tentative Plat No. 965 "MIAMI EDISON SCHOOL
SITE FIRST ADD"; and
WHEREAS, the City Commission deems it advisable and
in the best interest of the general welfare of the City of Miami
and its inhabitants to grant the vacation and closure as herein-
after set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. That portion of N.W. 5th Avenue between
N.W. 60th Street and N.W. 62nd Street, in conjunction with
Tentative Plat No. 965 - "MIAMI EDISON SCHOOL SITE FIRST ADD"
be and the same is hereby closed, vacated, abandoned and
discontinued for public use.

Official vacation and closure of that portion of NW 5th Avenue
between NW 60th Street and NW 62nd Street in conjunction
with Tentative Plat 11965 - "MIAMI EDISON SCIIOOL S1T

The School Board requested the City to close a portion of
NW 5th Avenue for the new Miami Edison Senior lligh. School
complex proposed to be built partly over the streets The
City Commission on July 1, 1976, adopted a resolution of
intent (76-641) granting the School fioardts request to close
the street for construction purposes subject to approval of
Tentative Plat 11965 and referral to the Zoning l3oard in
accordance with the provisions of the Code.
The Zoning Board following three public hearings granted the
street closure, after it was concluded that there were no
alternative circulation solutions since the closure of the street
would inconvenience area residents by restricting north -south
access to NW 2nd Avenue.
APPROVAL: The Plat and Street Committee at their meeting
6/23/76 recommended approval of tentative plat 11965 by a 7-0
vote subject to:
"SUPPORTIVE'.

No objections were found to the closure of the street.
PP, T t; The closure of NW 5th Avenue has been evaluated
in response to its iripact upon existing travel patterns and utiifia
cation of the new 1 Bison Senior High School catiipus. To retain
NW '5th Avenue as a thoroughfare to satisfy the convenience
needs of residents would serve to introduce through traffic
into the neighborhood while effectively posing a danger to
school children having to cross the street to Use the athletic
and open space facilities.
At?1?t3OvALt The Zoning Board at its meeting of 10/4/76 adopted
Resolution Z13 154.76 recommending the closure to the City
Conitnission by a 74 vote.
Three (3) persons present at the Zoning 13oard hearing expressed
their objection that the closure of NW 5th Avenue would require
greater travel distance to their homes. Three (3) written ob-
jections were received stating similar reasons.
Deferred November 17, 1976, Motion N 76- 1035, for the
Commission to inspect the area and meet with a representative
of the School $oa rd as to future actions.
Deferred February 23, 1977, Motion #77-147, for discussions
with area residents,

In response to the City Commission's request that the administration meet
with residents around the new Edison High School to discuss possible alterna-
tives to the closure of NW 5th Avenue through the school site, a meeting. was
held at the school situ at 6:00 PM Monday, April 11, 1977. Nine residents met
with representatives of the School Board, the Dade County Department of '1raf1'ie
and Transportation and the City of hliaitti Departments of Public: Works and Planning.
The residents in attendance were those that had attended the Commission meeting
conc:et twig this iteiu.
The alternatives suggested by the residents are as follows:
1. Provide a new NW 3rA .A enue through the s hvitl's playl'ie,ld, between
NW 60th and 62nd Streets, in line with existing NW rd :\venue to the
south of 60th Street.
Provide a new T"\V 5th Avenue between the school building and the playfield,
between NW 60th and 62.nd Street, east of the former alignment of NW 5th
Avenue closed by school. e:onstruetiutt.
3. Provide a new south -bound N'N 5th Court through the proposed parking
lot for the school, between NW 60th and 62nd Streets, and between the
existing combined northbound NW 5th Court/1-95 Expressway off -ramp
and the school building.
4. Close the new 62nd Street exit ramp from 1-95 and re -open the o9th
Street exit ramp which would restore NW 511h Court to two-way street
between 60th and 62nd Streets.

Alternatives 1, 2 and 3 are not in the best interest of sound school site planning
and devetoptnent necessary fur quality educational facilities. '1 he Edison School
is presently below State required site area standards and utili4ing the school
site for additional right-of-way would further increase the deficiency. Additionally,
providing a thoroughfare through the play field, or between the school building and
the playfietd, as suggested by alternatives 1 and 2 would subject approximately
1800 students to crossing a thoroughfare two or more limes a day during the course
of the school day. `i'1►e last alternative is inappropriate due to the extensive need
for improvements to 1-95 in this area for expressway widening and traffic safety
purposes, part of which included the construction of the new NW 62nd Street exit
ramp (adjacent to NW 5th Court), and the closing of the NW 5,1th Street and NW
69th Street exit rat►mps,
It is recommended that none of the alternatives be considered turther a►►d that NW
5th Avenue he officially closed, rather than impose additional restrictions on the
stu Tents of the entire com►►munity,
The analysis reveal: that the main concern of a limited number of reside►►ts in this
neighborhood is one of alternative travel distance between the 7th Avenue and h2nd
Street shopping concentrations and their residences, and this distance is less than
three-quarters of a mile in most instances.

by a 7 to 0 vote RECOMMENDING the official vacation and closure of
that portion of N. W. 5th Avenue between N. W. 60th Street and N. W.
62nd Street, in conjunction with Tentative Plat #965- "MIAMI EDISON
SCHOOL SITE FIRST ADD".
Three objectors were present at the meeting; Fourteen in favor
of this item were present at the meeting. Three objections were
received in the mail.
A RESOLUTION to provide for this closure has been prepared by the
City Attorneys office and submitted for consideration of the City
Commission.
