A RESOLUTION AUTHORIZING THE CONSTRUCTION AND
OPERATION OF AN EQUIPMENT MAINTENANCE FACILITY
AT APPROXIMATELY 1300-1400 N. W, 20TH STREET,
MIAMI MUNICIPAL TRACT (51-84) AND UNPLATTED LAND
PER ARTICLE XXI=2, Section 3(1) OP THE CITY OF
MIAMI COMPREHENSIVE EONING ORDINANCE NO, 6871;
PENDING FINAL SITE AND DEVELOPMENT PLAN APPROVAL
BY THE PLANNING DEPARTMENT, FINDING THAT THE
ESTABLISHMENT OF THIS USE IS (a) COMPATIBLE WITH
SURROUNDING AREA; (b) IN CONFORMITY WITH PLANS;
(c) SERVED BY AN ARTERIAL STREET; (d) BENEFICIAL

WHEREAS, the Miami Planning Advisory Board, at its
meeting of March 16, 1977, Item No. 1, following an advertised
hearing, adopted Resolution No. PAB 22-77 by a 7 to 0 vote
recommending the construction and operation of an equipment
maintenance facility as hereinafter set forth; and
WHEREAS, the City Commission, after careful consideration
and due deliberation of this matter, deems it advisable and in the
best interests of the City of Miami and its inhabitants to
authorize said construction and operation of an equipment
maintenance facility:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE

CITY OF MIAMI, FLORIDA:
Section 1. The construction and'op MA� n of an
equipment maintenance facility at approximately 1300-1400 N. W.
20th Street, Miami Municipal Tract (51-84) and Unplatted Land per
Article XXI-2, Section 3(1) of the City of Miami Comprehensive
Zoning Ordinance No. 6871; pending final site and development
plan approval by the Planning Department, finding that the estab-
lishment of this use is (a) compatible with surrounding area; (b)
in conformity with plans; (c) served by an arterial street; (d)
beneficial to the adjacent area; (e) generallyin scale with the
community, and (f) essential for the community; property zoned
GU (Government Use) be and the same is hereby approved.

Request for permission to construct and operate an
equipment maintenance facility as an approved use per
ARTICLE XX'I-2 GU - GOVERNMENTAL USE DtSTRtCT,
Section 3 (1) on the above site; zoned GU (Government
Use).
The City of Miami is the recipient of a $2,710, 050 grant
from the Federal Government through the Public Works
Employment Act for the construction of a Heavy Equipment
Maintenance Facility, which will replace the existing
outmoded facility located at NW loth Avenue and 20th Street,
The new facility will be located on the site presently being
utilized for the Auto Pound. It is anticipated that construction
will commence by April 27th in order to comply with Federal
requirements which call for a 90 day start-up after receipt
of the grant.
The following criteria has been established by the City of
Miami Comprehensive Zoning Ordinance to evaluate proposed
development within the GU (Governmental Use) District:
Cotnpatibility with Surrounding Area and Neighborhood
Adjacent land uses are exclusively commercial and
institutional: to the north along 20th Street and to the
west along 14th Avenue are located commercial land
uses, to the east is located the City of Miami parking area
for heavy equipment and the closed 20th Street Incinerator,
to the south lies the Veteran's Administration Hospital
parking lot. Special attention in the design of this
project has been given to the amelioration of any incom-
patibilities that this use may create. The proposed site
plan calls for a 40 foot deep landscaped berth along
14th Avenue and the development of a Plaza at 14th Avenue
and 20th Street. Architecturally this building wilt
complement the recently completed Southern I3e11 Switch-
ing Station and the Midtown I3ank.

The location of this facility is in conformance with the

This project will not result ih the modification of the
existing traffic 'pattern. The majority of vehicles
serviced at this facility are presently parked on this
tract acid in fact there will be a decrease of traffic due
to the removal of the auto pound. The proposed design
of the facility will restrict access to 20 Street and lath.
Avenue as presently gists.
The affect upon drainage, light and air to adjacent
properties, property va.lues.of the adjacent area or
other effect upon adjacent properties, neighborhood
a nd_community.
This facility will not have a negative impact upon the
beforementioncd criteria. The replacement of the
existing substandard, visually unattractive auto pound
with a modern, architecturally distinct, well land-
scaped structure will have a positive effect upon the
adjacent land uses. Minimal additional noise •ill be
generated from this facility due to the fact that the
servicing areas are located within the structure and
the proposed landscaped berate will provide an effective
sound barrier.

The design of this structure will be aesthetically
pleasing. Extensive landscaping will be provided.
A plaza is planned for 20th Street and l4th Avenue
which will greatly enhance the streetscape.
g) Whether the use is essential for the subject site,
neighborhood, community, city or c ounty.
This site provides the optimum location for the Heavy
Equipment Service facility due to its proximity to the
heavy eguiptttent parking areas and other egttiptrietit
service facilities of the t epartt ,e it of Public Properties,
No other unencumbered City owned property of sufficient
site IS eurrently available in this area, The t+'etleral
Gant stipulates the construction of this facility at this
location.
