AN ORDINANCE AMENDING ORDINANCE NO. 6871, THE
COMPREHENSIVE ZONING ORDINANCE FOR THE CITY OF
MIAMI, BY CHANGING THE ZONING CLASSIFICATION OF
LOTS 1'THRti'7 AND 14 THRU 20, BLOCH X, RIVERVIEW
(5-43), BEING APPROXIMATELY 900-960 S.W. 1ST
STREET, FROM C-1 (LOCAL COMMERCIAL) AND R-4
(MEDIUM DENSITY MULTIPLE) TO GU (GOVERNMENTAL USE);
AND BY MAKING THE NECESSARY CHANGES IN THE ZONING
DISTRICT MAP MADE A PART OF THE SAID ORDINANCE NO.
6871 BY REFERENCE AND DESCRIPTION IN ARTICLE III,
SECTION 2 THEREOF; BY REPEALING ALL ORDINANCES,
COD SECTIONS, OR PARTS THEREOF IN CONFLICT; AND
CONTAINING A SEVERAETLtTY PROVISION.
WHEREAS, the Miami Planning Advisory Board, at its meeting
of February 16, 1977, Item #1(a), following an advertised hear-
ing, adopted Resolution No. PAB 12-77 by a 7 to 0 vote recommend-
ing change of zoning classification of Lots 1 thru 7 and 14
thru 20, Block K, RIVERVIEW (5-43), as hereinafter set forth;
and
WHEREAS, no objections were received to said amendment; and
WHEREAS, the City Commission, after careful consideration
and due deliberation of this matter, deems it advisable and in
the best interests of the City of Miami and its inhabitants to
amend said Ordinance, as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 6971, the Comprehensive Zoning
Ordinance of the City of Miami be and the same is hereby amended
by changing the zoning classification of Lots 1 thru 7 and 14
thru 20, Block ;t. RIVERVIEW (5-43) , being approximately 900--960
S. W. 1st Street, from C-1 (Local Commercial) and R-4 (Medium
Density Multiple) to GU (Government Use)1 and by making the
necessary changes in the Zoning District Map made a part of the
said Ordinance No. 6871 by reference and description in Article
III, Section 2 thereof.
Section 2. That all laws or parts of laws in conflict

Section 3. Should any part or provision of this ordinance
be declared by a court of competent jurisdiction to be invalid,

REQUEST
EXPLANATION
Approximately 900=960 SW 1st Street
Lots 1 through 7 and 14 through 20. Block 1<,
RIVER 'VIEW (5-43)
a) Change of 1.oning Classification of above site
from C z 1 ( Local Commercial) and R-4 (1vtedium
Density Multiple) to GU (Govetitnent Use)
b) Request for permission to operate a community
center and residence facilities per ARTICLE
XXI-2, GU (Government Use). Section 3 (1), on
above site; zoned C=1 (Local Commercial) and
R =4 (Medium tensity Multiple) proposed to be
rezoned GU (Government Use).
The City of Miami through Conirr iit+ity Development funds
has acquired the Riverside Baptist Church property
and adjacent properties for use as a Community
Center. The requested change of zoning to GU (Govern-
mental Use District) will accommodate the development
of the site as the Little Havana Center.
Use of the Property; The existing church building "A"
has a floor area of approximately 26, 200 sq. ft. the
front portion of this building will be used as an assembly
room with a capacity of approximately 1000 seats and the
rear portion will be used for city offices, social services
offices and space for cultural activities.
The center building "13" will be demolished. The existing
building "C" located to the west of the three buildings has
an overall area of 29,200 sq. ft. and will be used mainly
as an office building for social services agencies. How-
ever, the building contains a small assembly room with
a capacity of approximately 144 seats and a child care
center of approximately 1600 sq. ft.
The remainder of the site will be utilized for a playground
with an area of approximately 9,935 sq. ft. and will accom-
modate approximately 140 parking spaces for use of the
Community Center and the housing project.

Future development of 75 units of public housing for
the elderly is to be located over the westerly panting
lot. The building will be 7 or 8 stories in height.

Approval is based upon the following factors;
1) The Community Center and the future elderly housing
project are generally compatible with the commercial
area and residential neighborhood which surround this
complex.
The Community Center and the future elderly housing
are in conformity with the proposed Miami. Compre-
hensive Neighborh',9d Plan.
3) The site is located with the front of the site facing an
arterial street (SW 1st Street) which will provide anipl.,
accessibility and automobile circulation.
The proposal will benefit the immediate area by provide::,,
social services, cultural and recreational activities anti
housing that are needed in the area.
5) The scale of the development is consistent with scale of
the surrounding buildings with the exception of the hous-
ing project which is proposed to be higher than the re-
mainder of the buildings it the site. The proposed
scale of the development however will not have a signi-
ficant impact on the surrounding area.
6) The development will include landscaping and appropriate
setbacks. However at this time due to the fact that there
are no final site plans for the elderly housing project, it
is recommended that the GU zoning be implemented and
that final site plan and design approval be mandatory for
the housing project.
7) The intended use of the Community Center and housing is
essential for the community and the subject site is
appropriate for this use.
