TO ADMINISTRATIVELY TRANSFER FUNDS BETWEEN VARIOUS
DEPARTMENTS AS MAY. SE NDEDED TO FINANCE AN INTRA..
GOVERNMENTAL SERVrCSa rt1ND TO SE KNOWN AS "SYSTEM
SERVICES FUND.", PROVIDING A St VERARILITY CLAUSE
,AND A REPEAL CLAUSE.
WHEREAS, the City of Miami's computer systems are now presently
operated by the Management Services Department and tha Police Depart-
ment;
WHEREAS, it is proposed that an integrated computer based
information and telecommunication system be established for the
City of Miami under coordinated management direction to meet indi-
vidual user needs at a low cost through site consolidation and by
adoption of standard equipment and techniques for both dispatch
and administrative applications;
WfR1EAS, computer and telecommunications technology can be
best conceptualized in an organizational sense as a system opera-
ting beyond departmental boundaries;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. Ordinance No. 8589, as amended, the appropriation
ordinance, adopted November 11, 1976, is hereby amended by adding
a new Section 9-A to read as follows'
Section 9-A. The City Manager is authorized to
administratively transfer funds between various
departments as may be needed to finance an Intra-
governmental Services Fund to be known as 'System
Services Fund.'
Section 2. That if any clause, sentence, paragraph, section
or part of this ordinance shall be adjudged invalid by any court
of competent jurisdiction, such judgment shall not affect, impair
or invalidate the remainder thereof, but shall be limited in
its operation and effect to the specific portion involved in the
controversy wherein such judgment was rendered.
Section 3, All ordinances, code sections or parts thereof
in conflict herewith, insofar as they are in conflict, are
hereby repealedi
