MENT SERVICES PRESENTLY ASSIGNED TO THE DEPARTMENT OP MANAGEMENT SERVICES TO SYSTEM 'SERVICES PROVIDING A SEVEflA ILITY CLAUSE AND A REPEAL CLAM, WHEREAS, Section 19-A of the Charter of the City of Miami provides that the City Commission may create new departments or discontinue any department or determine, combine and distribute the functions and duties of departments and subdivisions; and WHEREAS, it is the desire of the City Commission to exercise such authority and to distribute certain computer systems devel- opment activities and computer assistance development services presently budgeted and assigned to the Department of Management Services to a department of information and Telecommunica- tions System Services to be known as System Services to provide for the orderly development of an integrated information and telecommunication system so that the public may be served in a more efficient and economical manner; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That computer assistance development services, computer systems development activities, acquisition of hardware and development of computer systems for city operations, presently budgeted and assigned to the department of management services are hereby reassigned to System Services. Section 2. That present Sections 2-100.1 and 2-100.2 of Chapter 2, Division 17. Department of Management Services of ther1ode of the City of Miami are amended as follows: Section 2-1.00.1 Same - Management, supervision and control of epartMenti se es p vtde'd by depart merit genera ll ►. it Subject to the oupervLLon and control of the City Manager, the director or the Department of Management Services shall manage, supervise, control, and administer the affairs of the departments Vhe department shall provide operations analysis services, budget management services, eempnarP-dsstatanee deveiepmett services, internal audit services and such other similar services as the City Manager nay directs Section 2-100.2 Departmental sectional assistant depart- ment head to head each sectional/ There shall be included in the Department of Management Services an operation analysis section, a budget management section, eempatee systems deveiepment seet#ei, and an internal audit section. Each section shall be headed by an assistant department head. Section 3. Section 2-100.5 of Chapter 2, bivision 17. Department of Management Services of the Code of the City of Miami is hereby repealed. Section 4. That if any clause, sentence, paragraph, section or part of this ordinance shall be adjudged invalid by any court ofcompetent jurisdiction, such judgment shall not affect, impair or invalidate the remainder thereof, but shall be limited in its operation and effect to the specific portion involved in the controversy wherein such judgment was rendered.
