HomeMy WebLinkAboutR-77-0320R'C/rb 4/S/77 RESOLUTION NO.77-32Q A RESOLUTION AUTHORIztNG THE CITY MANAGER To INSTRUCT THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER POR ONE MYO.-TONE BIOPEEDBACR MONITOR MANUFACTURED BY ISIS MEDICAL INSTRU- MENTS INC., AT A COST of $420 AND CANCELLING THE CITY MANAGER'S AUTHORIZATION UNDER RESOLU- TION NO. 77-102 AbOPTED JANUARY 27, 1977 TO OBTAIN A CYBORG BIOFEEDBACK MONITOR; FURTHER PROVIDING THAT THE SAID MYO'TONE BIOFEEDBACK MONITOR BE EURNISHEb TO THE JACKSON MEMORIAL HOSPITAL BURN UNIT FOR THE REHABILITATION EXERCISES NEEDED BY $URNED MIAMI FIREFIGHTERS WITH NEEDED FUNDS THEREFOR HEREBY ALLOCATED FROM THE CONTINGENCY FUND. WHEREAS, Resolution No. 77-102, passed January 27, 1977,authorized expenditure of $360 for a certain piece of rehabilitation equipment to be provided Jackson Memorial Hospital to aid in the therapy program for burned Miami Fire- fighters; and WHEREAS, the substitution of another piece of equipment costing $60 more has been requested by the Burn Unit of said Hospital; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION "DOCOMFNT )N)EX OF THE CITY OF MIAMI, FLORIDA: ee Section 1. The City ManageiTis'ihereby aithorized to instruct the Purchasing Agent to issue a Purchase Order for one Myo-tone Biofeedback Monitor manufactured by Isis Medical Instruments, Inc. at a cost of $420 and the City Manager is hereby instructed to disregard and cancel the prior authoriza- tion of this Commission to obtain a Cyborg Biofeedback Monitor as expressed in Resolution No. 77-102, adopted January 27, 1977, Section 2, The aforesaid Myo-tone Biofeedback Monitor is to be provided to the Jackson Memorial Hospital Burn Unit for the rehabilitation exercises needed by burned Miami Firefighters with necessary funds therefor hereby allocated from the Contingency Fund. Since our original request, we have found that the Cyborg Biofeedback Monitor which we asked for is not suitable for therapy with burn patients in an ambulatory rehab setting because of the following problems: 1. For electrode placement the skin must be scraped first. 2. It does not have an adequate degree of selectivity. 3. It is difficult to adjust and must be constantly adjusted as the patient moves. (Patient is monitored while actively exercising). 4. The unit is not portable and thus can only be used in a stationary situation. (Patients cannot be monitored during ambulatory therapies) We have found a biofeedback monitor. Myo-tone by Isis Medical Instru- ments, Inc., which overcomes all of the above problems and request, if possible, that it be substituted for the Cyborg monitor. There is a price difference; the a -tone being 5420.00. $60.00 more than the $360.00 price of the Cyborg. My occupational therapists indicate to me that they were in error in ordering the Cyborg monitor and that they would not be able to use it in any event. Therefore, if the substitution is not possible, they indicate that your Department should utilize the funds for more productive means. 144 NJ twy I realize that this causes you many inconveniences, and I apologize for this. • Thank you for your consideration in this matter.
