Woman Selling Hags in Downtown

You recently inquired about a woman in a wheelchair who
was reported in the Charles Whited column of the Herald
to be selling shopping bags in downtown Miami.
Lt. Altman of our Police Department supervised an inves-
tigation of this question, since he is the Commander of
Point Control within the Traffic Section of the Depart-
ment. The woman in question was personally contacted by
one of the sergeants in the department, but she was neither
cited nor arrested. It appears to the Police Department
that she is actually panhandling, and that people are not
actually buying bags from her, but are merely putting money
in her tray. She was informed by the Police Sergeant that
she was in violation of the City's panhandling ordinance.
The woman was cordial, indicated she understood she was in
violation, and has not been out on the streets since she
was warned.
This would appear to be one of those impossible situations
in which no matter what the Police Department does, it is
going to be wrong.
