TANTS POR A LIMITED TECHNICAL STUDY OP THE CITYI8 COMMUNICATIONS SYSTEM; TO EVALUATE THESE PROPOSALS; TO ENTtR INTO NEGOTIATIONS WITH THE MOST SUITAWAt CONSULTANT; AND To PRESENT A oriki NTATIVt AGREEMENT PoR PRoVISIoN oP titD "SSUCH r.Loi\i Of RVICE8 TO THE CITY COMMISSION Pok APPRoVAL r" .AND ALLOCATIoN or PUND8 DOCUMEN1 FOLLOW' WHEREAS, sophisticated communications systems are required to meet both present and future operational needs of the City WHEREAS, a City-wide coordinated effort to develop a systematic long range plan is determined to be necessary to serve the needs of the City as a whole and to avoid unnecessary duplications in development of communications systems under- taken by individual departments; WHEREAS, costs for procuring, operating and maintaining communications systems are increasing at a rapid rate and the City's ability to fund these increases is limited; WHEREAS, the professional skills of a communications consultant are determined to be necessary to assist the City in developing a systematic, long range plan for communications technical support to avoid unnecessary duplications and costs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. That the City Manager is authorized and directed to advertise and invite proposals for a limited technical study of the City's communications system from Communications r'FMT 1115" Consultants. ATTORNEY MAYOR " U "'7ORT1VE DOCU mENTS FOLLOW" Joseph Crassie City Manager Keith Befgstrom Assistant to City Manager February 9.# 1977 Request for Proposals for a Technical Survey of Communications Draft Resolution The enclosed resolution is intended to enable the City to advertise for professional services and invite proposals to conduct a technical communications survey on a limited basis (approximately 6 to 8 man -months) of our communications system. Three major areas are to be studied: 1. Do the radio systems, as currently existing in the City of Miami, meet the needs of its various denartments? If the systems ate not adequate, can they be modified to meet these needs? 2. What communications resources are needed to meet the needs of the City for the next ten (10) years? Emphasis will be on the next three to four years with general projections to 1988. 3. What are the financial implications of the radio system as it now exists and to meet needs over the next ten (10) years? In addition, four specific tasks are set out for special technical consideration: 1. Physical inspection of the satellite receiver "Total Area Coverage" system. 2. Mobile digital terminal data access channels. 3. Explore complete upgrade of the entire radio system from 450 MHz to 800 MHz. 4. Assist in making FCC Applications. "SUPPORTIVE DOCUMENTS FOLLOW" Joseph trassie- February 9i 1977 There are many reasons for contracting for a technical survey at this particular time: 1. State-of-the-art improvements in communications offer potential for more efficient and effective service. But the improvements which ate most cost effective have yet to be identified, 2, The Fire and Police Departments are in various stages of modernization projects to include computer dispatch, that have some areas of commonality. Although both duplication and incompatibility must be avoided, each department Must have its unique needs met. 3. 911 will be implemented in 1979. This will have a significant operational impact on the dispatching of emergency services. 4. The City can not upgrade its communications system to serve just the needs of one or two departments; total system upgrading must be achieved so that all departments' needs can be basically met. The benefiting of one department at the expense of another must be avoided. 5. Because the communications system will need upgrading in the near future to support police and fire modernization needs, as well as those of other departments, a systematic plan is needed to accomplish that upgrading in a cost effective manner on a city-wide basis. 6. Equipment costs are increasing; salary costs of clerical, dispatch and telephone operators are increasing; the costs of telephone lines, electrical power, maintenance of physical facilities, etc. are also increasing and may outpace the City's ability to fund these expenses. Therefore, these expenses must be closely examined for cost savings or avoidances. Joseph crassie 3 February 9 1977 The approimate cost of this study should be about $30,000 to $40,000, The project can be equally funded from Police and Fite Departments' Bond Funds, This is appropriate inasmuch as the Majority of the communications system is operated for Police and rite use; further that if the other City Departments do not have a coordinated system or if their communications systems are dysfunctional, the Police and Fire Systems will be adversely affected and the Police and Fire Departments will be less efficient overall, KB : ac
