The presentation will provide a historical perspective and
the purpose for acquiring the Riverside Baptist Church for a Community
Center: the process followed prior to acquisition; the total ce.rit and
cost by square foot, by building.
The second area presented will be the selection ind review of
agencies that applied for space, the criteria for selection and the pre-
liminary list of agencies that will occupy space after renovation. Then
the renovation es:►tiivates and constraints involved will be discussed;
an overview of the site plan will be reviewed, including elderly housing,
parkingfacilities and the mini -park.
The existing C.D. funding, estimates by buildings, and cost by
square ft. will be broken down and discussed, and the: Public Works
Grant application will be reviewed, in the same manner as the existing
C. D. tundiny.
As part of the discussion on the operational aspects of the
facility, a review
of costs of operation, general administrative costs,
agencies presently housed and the demolition of Building li, will be
reviewed.
A proposed budget that will include the st.afti.n<j required to
conduct operations properly will follow and the report wi 11 conclude
with the benefits the Community Center provides to the citizens of
Little Havana.

On February 24th, 1977, a summary report of the Little Havana
Community Center was provided to the City of Miami Commission.
We will be = today - providing a more detailed presentation,
related to that facility,
As we noted in our February 24th report, the Office of Community
Affairs accepted the responsibility for operational management
of the Center on June 10, 1976. As a consequence, we became one
of three units= of our government - having a current direct in-
volvement with the development of the Center. The Offfice of
Community Affairs- operational, program responsibility, Community
Development providing renovation funding and monitoring the funds
implementation, and the Department of Public Works - responsible
for supervising the renovation work- from planning to recommend-
ing bid awards.
We will be, then describing for you today the process of purchasing the
Center Buildings- and the cost breakdown attendant thereto, the
process related to agency selection; the funding currently available
for renovation - as well as the Public Works Act Grant application
funds applied for; where we are today and where we propose to be -
operationally - in the near future.
When Community Affairs became responsible for the Center's operation,
Luisa Calderin was appointed the Coordinator for the Center.

The Riverside Baptist Church, located at 900 S.W, 1st Street, was
purchased in 1975, for the purpose of creating a multi -purpose
facility, to serve the population of the Little Havana area.
On February 7, 1975, a task fOree Made up by Mr. George Actin
Director of the Planning Dept,; Roger Chewning, Parks and Recre-
ation (Planning); Mr. Burrel Hamon, Structural Eng, (Public Works),
1'1r, Albert Howard, Director Public Facilities; Mr. Joel Lanken,
Labor Relations; Mr. Joseph Paredes, then Director of the Office of
Community Affairs; Mr, William Parkes Assistant Director, Public works;
and Mr. Donal Stewart, Property Manager, evaluated the feasibility of
purchasing the property to convert into a multipurpose recreational
facility,
They concluded that... the buildings at replacement cost, added to the
estimated land value... would approximate $5,1704000,00. They noted
that the asking price was $1,750,000,00 for the property. And, that
community -Oriented facilities had arisen as the number one priority
for development in Little Havana.
The task force recommended the acquisition and subsequent conversion
of the Riverside Baptist Church property into a multi -purpose recreation-
al facility. Dade County and the City of Miami Community Development
agencies agreed to purchase the facility for $1,511,500, in order to
house social services, recreational and cultural programs.
The most pressing needs previously determined by citizens participation,
and various studies, were: child care, services for the elderly, legal
services, counseling, employment, transportation, housing services for
the handicapped, and cultural awareness.
Community Development allocations from 1st, 2nd, and 3rd year have been
utilized for purchase and renovation purposes.
The following describes a total of ali C.D. funding:

As you will notice, most of the monies provided by C.D. during the first
and second year were utilized for purchasing the facility. Third year
monies will be used for rehabilitation purposes, providing a total of
S793,230.00.
On October, 1975, Community Development began the process of selection
of agencies, by placing the ads in newspapers soliciting occupants. A
questionnaire was distrihuted, agencies were interviewed and an analysis
was conducted of requests for occupancy. The process of selection was
handled based on the following criteria- developed by the City and
County C.D. organizations.

Previous studies conducted by Dade County and. the City of Miami.

This selection process yielded recommendations that include:

16, City of tliami Fire Department.
Of those listed, Centro Plater has withdrawn in favor of Catholic Charities,
presently developing a Day Care Program: The Florida Spiny Lobster
Program, City of Miami Fire Dept., and the Latin American Legal Service's
have withdrawn their applications for space or concluded their prograr.
The preliminary renovation schedule called for renovation to he completed
by January, 1977. The present schedule predicts January, 1978. This
and other factors have created a number of constraints.
1. Funding Limitations= Although M. has provided S793,229,29, this will
only provide sufficient funds to renovate Bldg. C, leaving A and B unre-
novated, In addition, staffing limits hours of operation and the de=
velopment of City Programs,
2 Code Compliance- According to the Fire Dept., the sanctuary cannot be
used as a theater, only as an assembly hall, with a maximum of 999 seats.
Sections 307.1 and 104 require code changes from the use of the facility
as a church, to a Community Center. This also has reduced our rental
space in the back of the present stage, since it can only be leased to
those who do not require licensing. In addition, we have been advised that
the use of the area behind the auditorium, currently office space,.is
also in violation of the code, which has severly reduced our useable space.
Building "B" faces similar constraints.
We will be discussing these constraints- and their overall impact- during
our review of the operational budget.
Now, in order to place the renovation program- and, ultimate complete de
delopment in perspective, I'd like to review the proposed "site plan" with
you. The site plan was developed in concert with the Public Works application.
On the extreme left, there is Building A; in the back of Building A. there
are presently two structures that will be demolished to provide parking
spaces, then the existing playground, will become a mini -park for the use
of children and the elderly, To the right, there is more parking facility,
and down towards S.W. 1 Street and adjacent to Luria, a Public Housing unit
will be erected on platform over the parking area. The building will have
75 units of elderly housing, according to Pubiic Works, and ads for bids will
occur on July, 1977. S75,000 have been earmarked from Dade County Community
Development funds for the mini -park.

As I mentioned earlier, C.D. has $793,230,00 for renovation purposes
that are being directed to Building C at a cost of 527,45 per sq. ft,

0n November 30, 1976, the City of Miami prepared an applicatioh for a grant
under the "Public Works Act," These potential grants, as you know, were
to be labor intensive and to be such that labor could be on -site within
90 days, We vie,,ed this grant opportunity as a means to accomplish not
only the renovation of Building C, but also to renovate Building A, in=
eluding certain modifications designed to provide a theatre- auditorium
that would meet the requirements of the fire code. In addition- if we
received the grant award- we could reasonably expect labor to begin within
the 90 days.
The estimates for renovation- developed for the Public Works application
were, to a large extent- to be for the optimum so that we might renovate
the Center to the ultimate possible use. This desire, then, provided
an estimate of 5720,000 for the theatre development in Building A,
Failing to receive the grant still permitted use as an auditorium -meeting
hall, but- we felt we would be remiss if we didn't attempt to attract
funding for the full theatre development. So, an application for the
Public Works Grant was prepared and submitted for a total of $2,736,550,
plus 5298,000 of local funds. The average potential grant award by sq.
ft. 523,43.

Please note that the amount estimated for Building "B" is $30,000.00. This
amount was determined to he for demolition purposes, and not for renovation,
Whether the demolition of Building "B" is appropriate, or not, will be dis-
cussed during our review of the operational budget.

If these costs are prorated by square foot, they raise the total cost from
S23.A3 to 544.21 per square foot.
By the way, if we had been successful in receiving this grant, the total
amount of funds directed to this facility would have totaled $4,546,050.00.
$623,950.00 below the original Task Forces estimated value.
We have asked members of the Public Works Department and Fire Department
to be present, today, if you should desire any further details, here, at
the conclusion of this presentation. Now, we will review with you the
proposed budget and staffing required to conduct operations.

We have reviewed with you the acquisition process, selection of agencies,
site plan, and renovation estimates. We mentioned, during our discussion
of the renovation estimates, certain constraints that will be reviewed
in the context of their impact on operational costs and anticipated re-
venues.
In order to put both the revenue - operational cost picture and the con-
straints problem in proper perspective, we need to first review the total
areas, by building, that we can anticipate renting or leasing in order to
create revenues.

As you can see, the total area for all three buildings equals 61,900
sq. ft, We have, within that 614900 sq, ft,, 16,400 sq: ft, uhrentable
space (halls, restrooms, closets); 184700 sq. ft that will be designated
"common areas", and finally, 716 sq, ft, directed toward our own admhi=
strative use, This provides us a het rentable office area of 26,084
sq, ft,
If we look at this from the stand point of anticipated revenues.

You can see that based upon S3.50 per sq, ft:, and a hundred percent
occupancy- we could anticipate a net total revenue of S91,294,00, This,
however, includes the 4,000 sq. ft. of net leasable space in Building "B'.
If we add to this net total leasable revenue of S91,294,00, the antici-
pated revenues from the rental of common areas, we should be able to
anticipate S4,500,00 from the rental of the main auditorium, and $1,200.00
from the small auditorium, Incidentally, we've calculated on the basis
of 5 days per month at 2 hours each day for a total of S10.00 per hour.
The grand total, then, would be $96,994.00 in anticipated revenues,
Again, I must emphasize that the anticipated revenue projection for the
leasable space is calculated at a 100" occupancy, and the common area rental
provides no allowance for free usage into the projected days I have just
discussed.
Experience, thus far, has shown a gradual increase in Main Auditorium usage,
primarily due to the recently activated Cultural Experience Program linked
to the U. of M. Lowe Art Museum.
Now, let's contrast anticipated revenues with projected costs.

This chart shows the distribution of administrative and operational costs
based upon various levels of occupancy. That is, we have projected costs
based upon 25, 50" , 75 and 1.00' occupancy. The differences, as we in-
crease to 100', are our costs created by the additional demand upon person-
nel and supplies as we increase the number of tenants in the building.
For the purposes of this presentation, we have further projected the 50"
occupancy cost and the 100' occupancy costs so that we might contrast this
with the net anticipated rental income.
As you can see, the total costs are comprised of $88,284.00 in personnel,
and $2.5,650.O0 in operational overhead. In the case of 100"> occupancy, these
figures change to $113,508.00 and $27,200.00 respectively. From these
anticipated costs, we have added the currently provided revenues from CETA
in order that we ►might note the impact on operational costs should CETA
money no longer be available. The use of these funds does, however, create a
"center" personnel environment largely compised of trainees.
Now, directly comparing anticipated revenues with administrative -operational
costs, we can see.

That based on 50'' occupancy, ,,e can estimate a total cost over
revenue picture of S62,587,00 without CETA funds; S5,697.00 revenues
over costs with CETA, Contrasting this with 100" occupancy, our het
cost over revenues equals S43,714.00 without CETA; S49,794.00 revenues
over costs with CETA,
Now, if we carry this, a step or two further, and match the constraints
related to anticipated revenues and costs, we can see that:

At a 100 occupancy, the loss of Building "0", and the restrictions on the
use of Building "A", have reduced our total anticipated revenues to
S58,100.00 ►wile our total anticipated cost remains S140,708.00, This
provides for a total cost over revenue of S8,603.00. As you can see, the
demolition of Building "B" plus the loss of A's usable space represents a
40 reduction in total anticipated revenues.
We have concluded that the constraints and revenue -cost relationship, would
provide optimum currently feasible usage as we have depicted here,

As you can see, we know that we will have available 16,600 sq.ft: in Building
"C" providing a potential revenue of S58,100.00, The addition of our
anticipated revenues from the main auditorium provides a total of S63,800.00.
When we related these "potential revenues" to our probable costs, we have
a cost over revenue of $76,908.00 prior to CETA reimbursements.

If we keep Building "B", and have it converted into a "common area -classroom
facility", we may still have an "unleasable" area - but, we would be providing
a greater common area service for the citizens of the Little Havana Community
Center. It's our position that we should seriously consider retaining
Building "B". Once funding is available in order to accommodate the change
in Building "A", we then find ourselves attracting a potential of $19,194.00
additional for total anticipated revenues of S82,994.00 related to total
anticipated costs of S140,708.00, providing for a final cost over revenue
of S57,714.00, prior to CETA reimbursements.
Now, as a recap, the Financial Summary shows that the 1975 replacement value
by the City of Miami Task Force, was 55,170,000.00; the 1975 appraised value
by an independent apprasier, hired by the City, was S1,400,000.00; the
church's independent appraiser placed a value of S1,897,500.00 on the facility;
the 1974 assessment value was S1,396,066.00; the 1974 asking price was
$1,750,000.00 and the 1975 purchase price was S1,511,500.00. Funds avail-
able for renovation from Community Development, are S793,230.00, and we are
advised by Public Works that this should be sufficient for Bldg. "C" renovation.
The Public Works grant application was prepared so that we might renovate
the entire structure - including a top-flight theatre, for S2,736,550.00
if we were successful in receiving the grant, We included, within that grant
abr?l icat; can, approximately 3/4 of a O l l ion dollars for the development
of the theatre, itself.
We have determined that- at 25 occutancy, the total costs over revenues-
after LTA funds are deducted- would te 5t4. 00.00. We have a total of
