HomeMy WebLinkAboutO-086242/1 /77 ORDNANCE NO,�.8 1 AN ORDINANCE AMENDING ORDINANCE *8589, A9 AMENDED, ADOPTED NOVEMBER 11, 1976, BY AMENDING* SECTIONS 1 AND 4 THEREOF'; PROVIDING POR THE INCREASE OP ANTICIPATED REVENUES IN THE AMOUNT OP $28.,600 AND ' o INCLUDE ANTICIPATED EXPENDITURES IN THE AMOUNT OP $21,800 FOR PARTLY DEPPAYING THE COT OP THE INTERNATIONAL POLK FESTIVAL, MAY 14 THRU 22, 1977, AND THE INTERNATIONAL BALL, MAY 14, 1977; REPEALING ALL ORDINANCES OR PARTS OP ORDINANCES IN CONFLICT HEREWITH AND CONTAINING A SEVERABILITY PROVISION. WHEREAS, the INTERNATIONAL POLK FESTIVAL, May 14 thru 22, 1977, with itg International Ball, May 14, 1977, hag become one of the major Summer attractions in Miami reflecting the Latin-American festival atmosphere and con- tributing essential revenues toward the City of Miami; and WHEREAS, the total proposed expense for the 1977 Festival is $47,800 of which only $19,000 has been budgeted.* NOW, THEREFORE, 13E IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Sections 1 and 4 of Ordinance No. 8589 as amended, the Appropriations Ordinance for the 1976-77 fiscal year, adopted November 11, 1976, are hereby further amended by appropriating $28,800 in Section 1 thereof for expenditures to partly defray the cost of the INTERNATIONAL FOLK FESTIVAL, May 14 thru 22, 1977, and the INTERNATIONAL BALL, May 14, 1977; and by adding $28,800 in Section.4 thereof as revenue to be produced from the aforesaid Festival activities. Section 2. All ordinances, code sections or parts thereof in conflict herewith, insofar as they are in conflict, Ore hereby repealed. Section 4. If any section, sentence, clause, phrase, or word of this ordinance is for any reason held or declared to be unconstitutional., inoperative, or void, such holding or invalidity • shall not af.e the remaining portions of this rdi ante, and it shall be construed to have been the intent tf the City Commission to pasa this ordinance without such unconstift tutional, invalid, or inoperative part therein; and the remainder of this ordinance, after the exclusion of auch part or parts, ahall be deemed and held to be valid as if such parts had not been included therein PASSED ON PIRST READ/NG BY TITLE ONLY hia 24th ay jetruary 1977. In addition to the resolution pertaining to the International Volk restival and the City of Miami's agreement with Morty Freedman, Chairman of the organization, we will need an ordinance as in the past allowing the revenues produced by the Polk Festival activities to be used to finance festival activities and items not covered within the established budget. Mr. Freedman is anticipating revenues of approximately $28,000 for the 1977 Festival which will supplement the budgeted funds from the Department of Publicity and Tourism.It is estimated that the total expenses of the entire festival will be $47,800. I believe we will need an ordinance amending the 197E-77 budget appropriation ordinance to receive these proposed revenues. We would like this placed on the February 24th agenda. ORGANIZATION: Operated by volunteer growl with participant chairman (Monty Freedman) PARTICIPANTS: ApproXmately 22 foreign nations and local ethnic organizations. PURPOSE: To promote Miami as an international city as well as to attract additional foreign tourists here. CONTINUITY: This wi11 be the sixth festival.
