PAR i 23 tractive Soards/Committees At the meeting of February 24, 1977, the City Commission requested the 11 Administration contact the Chairpersons of all Boards/Committees which were considered inactive and obtain from them an expression of their feelings on the purpose of the Committee and whether or not it should continue to exist. This contact with the Chairpersons has been trade, and the following is a summary of our findings: 3 should remain as Active: Charter Review Board Consumer & Users Committee (one portion of the Committee on the Urban Development & Zoning Plan for Downtown Area) Land Owners & Bui 1AersCQrsmi ttee. (one portion of the Committee �..._.._on the Urban Development & Zoning Plan for Downtown Area) 5 should he referred to the City Attorney with instructions to prepare the necessary Ordinances for Code Revisions to abolish these groups: Boxing & Wrestling Board Commercial Blood Donors Board Housing Appeals Board Board of Review for Obscene Literature, Music, Prints, etc. Self -Insurance Committee 15 which remain should be officially abolished by Commission Action: Downtown Government Center Board Tricultural Program Advisory Board Virginia Key Land Use Advisory Board Water & Sewer Board Citizens Committee for Study of New Planning & Zoning Structure Coconut Grove Zoning Advisory Committee Employee Efficiency Evaluation Committee Ex -Offenders Penal Instituticns Committee Investment Committee of the Retirement Board Orange Bowl Advisory Committee Revenue Snaring Committee Special Merit Pay Increase Cornmit.ee Specifications Committee 4 Me. This Board has not been active tow seVel al years. The duties of this Board pertained to professional boxing Matches Mich are ho:1 held in Miami Beach and the City of Miami is not involved to the extent where such a Board is needed. The present BOXING STEEI?ING COf\ TTEE serves the purposes of the City of Wall, Should we evrl,- in the future get involved in the holding of professional boxing matches twhich at present does not seem likely)) such a Board y.ou l d be needed. Check with City attorney re possible abolishment of this Board through Code revision. Mr. Kreutzer 541-2505, indicated that he is presently in correspondence with Mayor Ferre regarding this Board. The Mayor has indicated his desire to re—establish the Board and take some further action on reviewing the Charter. New appointments will have to be made, but the Board as such should NOT be considerei as inactive. C^' FRC I AL BL000 DONORS BO D Reouired by Section 21-40 of the Code. Per the last Chairman of this Board (Dr. Bill Stokes of Miami —Dade Community College), this Board is no longer active and there is presently no need for such a Board. Mr. Stokes felt that if Blood Center activities should res.Te in the downtown area of ;Miami, such a Board might then be needed a::ain, but not e this time. Check with City Attorney re possible ,abo i i shment of this Board through Code Revision. CG NTO:"N rDVERML NT CENTER BOARD Mr. Ken Clifford, who was one of the City's appointed representatives to this Joint City —County Board, states that the Board was disbanded a few years ago, probably some time during 1975, and it no longer exists. or this Com ittee has hot existed since 1974 when two boards were created to replace it: Board of Trustees of the Retirement System Board of Trustees of the Retirement Flan The Committee should be officially abolished. ;Q^ :;.a. 10 - Bm .1 SORY—CQ; 1ILTTER This Committee has been inactive for at least 7 years. Per Mr. Rubio there is no need for such a Committee and it should be officially abolished. Resolution 74-298 was passed April 11, 1974 to establish this Committee, However, at the May 90 1974 meeting when the first of the eopointmints were to be trade, there was further discussion as to the need for a Committee, A Motion was introduced to abolish the Committee, although no action on the motion is shown in the Minutes. To all intents and purposes the Committee has not existed since 1974 and should be officially abolished. Required by Section 16-55 of the Code. This Committee actually ceased to exist as of August 14, 1976 when the terms of the three members ended. Mr, Donal Stewart, the ex —Chairman of the Committee felt it may no longer be necessary due to operational changes including the pending appointment of a Risk Manager for the City of Miami. Check with City Attorney re possible abolish -lent of this Committee through Code revision. SPECIAL MERIT PAY I NCRr;ASE CO%:.'M TT EE This Committee no longer- exist, and the Chairman felt there was no reason for it. It should be officially abolished. Recommendations were made to the City Manager on the possible establishment of various Specifications Committees, but no action has yet been taken. U 1AN Dr:V=-1_OPf NT 4. Although no meetings have been held recently, he does feel meetinys should be held in the future. —4—
