HomeMy WebLinkAboutR-77-0233• CPC/6 1/7/17 RESOLUTION NO. 77 2 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO ANY CONTRACTS Ot AGREEMENTS WHIc 4 WILL INCREASE THE AMOUNT Of PUND8 AVAILABLE To THE CITY OP MIAnt AND/OR EXTEND THE FUNDING PERIOD POR A TEMPORARY PM/11 SERVICE Jo8S PRoGRAM UNDER TITLE VI OP THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT AND FURTHER AUTtibRIZING THE CITY MANAGER TO EXECUTE ANY ADDITIONAL CONTRACT(S) AND/OR AGREEMENT(S) NECESSARY TO IMPLEMENT AND/OR CARRY OUT A TEMPORARY PUBLIC SERVICE Job PROGRAM AS AUTHORIZED BY THE MANPOWER PLANNING Cot3NCIL OP DADE AND MoNRoE COUNTIES WITH TITLE VI AVAILABLE FONDS. WHEREAS, the City Commission, by Resolution No. 75-234, ratified the action taken by the City Manager in entering into an agreement with the Manpower Planning Council of Dade and Monroe Counties for the purpose of receiving funds to operate a Temporary Public Service Jobs Program; and WHEREAS, ihe City Commission has shown continued support of this program by authorizing the City Manager to enter into amendatory agreements with Metropolitan Dade County to receive additional funds and extend the funding period for this program; and WHEREAS, the current procedure for legislative action regarding this program requires a great deal of time and effort for the staff of the City of Miami; and WHEREAS, passage of this resolution will signficantly decrease the amount of time and effort required to carry out the Temporary Public Service Jobs Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF "DOCUMENT INDEX THE CITY OF MIAMI, FLORIDA; ITEM ( O. '�' Commission Meeting of March 65 1977 p'RpM: e W ; ' di 'Cto�. arcRE4t:Es: y Cffi of Community Affairs ENC.LGSURE3 X The Manpower Planning Council of Dade and Monroe Counties has notified the City of the availability of U,S, Department of Labor funds under Title VI of the Comprehensive Employment and Training Act, The attached Fact Sheet provides information on the program, Passage of the attached resolution will provide you with the necessary authority to enter into an agreement with Metropolitan Dade County to implement the program. Also, this resolution authorizes you to enter into future contracts and agreements necessary to continue the program and authorizes you to enter into contracts or agreements with community organizations as necessary to carry out the program, Previous resolutions regarding our manpower program have limited your authority, resulting in a great deal of time being spent by our staff in preparing legislation, This "comprehensive resolution" will save time and expedite the operation of the program. A monthly report on all "outstationed" contracts will be provided showing the placements to date and pending requests for each community organization. The Office of Community Affairs' monthly report contains information on CETA contracts and compares projected versus actual expenditures.
