The tittle Havana Community Center (formerly the Riverside baptist Church) was purchased jointly by the City of Miami and Dade County for a total of $1,511,500 (see Appendix A). Of the $813,500 available for rehabilitation, $20,270.71 has beet obligated through Pebruary 15, 1977, The remaining balance of $293,229.29 combined with the current allocation of $500,000, provides $793,229.29 for the rehabilitation of the entire structure. The Office of Community Affairs was assigned the operational responsi- bility for the Center on June 10, 1976, and a formal opening was conducted on June 24, 1976. Community Affairs was provided, by Community Development, with a list of reviewed and approved agencies for Center occupancy together with $25,000 for operational funds. An additional $25,000 was provided from 1976-77 Federal Revenue Sharing. The recommended agencies were: 1. Centro Mater (since withdrawn in favor of Catholic Charities) 2. Latin-American Legal Services (withdrawn) 3. Riverside Baptist Church 4. Los Viejos Utiles 5. Cuban Museum of Arts & Culture 6. Hogar Industrial del Ciego 7. Spanish-American League Against Discrimination 8. Catholic Service Bureau 9. Casa -Christian Community Service Agency 10. Centro Prep. Juventud Para La Vida 11. Action Communtiy Service Center 12. The remaining agencies prefer renovation to be complete prior to their toVe. The current renovation schedule provided by Public Works shows renovation construction scheduled to begin during July, 1977, With occupancy in the renovated section scheduled for January, 1978. (8ee Appendix B) This renovation program will involve only Building "C", or the Western -Most building, and that will be used to house most of the social service agencies. Current funding limitations prohibit the renovation of any of the other two buildings. in addition, according to current plans, the central structure -Building "B" will be demolished at the conclusion of the renovation of Building "C". Those agencies occupying space will be moved to other areas of the Community Center when renovation begins in Building "C". Building "A", containing the auditorium, will be scheduled for renovation from fourth year Community Development funds contingent upon the funds being provided and an opinion from the Fire Department as to acceptable use of the structure. During the period from June 20, 1976, to January 30, 1977, the following activities have been scheduled at the Community Center: 6 Cultural Programs • Community Meetings • Permanent Meetings dm. . Election events - 16 programs 59 activities 5 organizations 7 occasions During a meeting, on February 16, 1977, Dr. Armando LaCasa, Little Havana Community Development Task Force Chairman, stated that in addition to the Community Center itself, there is a need to determine the progress of two other activities: 1.) A plan has been developed to construct 75 units of elderly housing adjacent to the Community Center. Community Development advises that advertisements for bids to construct the foundation platform for the units will occur during July, 1977. 2,) A mini -park had been proposed on the Community Center property. Work Schedule In order to assist you in making the presentation to the City Commission on the history of L.H,M.F., we are preparing the fol- lowing memorandum: The initial renovation of building C was to be of a very minimal natures such as providing restroom facilities on the second and third floors which were non-existent, general cleanup and interior painting, with little or no treatment to the outside of the building. The preliminary investigation revealed that in order to accomplish the minimal renovation we would have to comply with the South Florida Building Code. We also discovered certain deficiencies with the Fire Prevention ' Code. A change of zoning to governmental use district (G.U.) was desirable because the City was changing the building use from a Sunday School to a neighborhood facility. There were many meetings with many individuals to decide on what course of action should be taken to renovate this building. At one of these meetings in Eecember it was decided to set a design schedule and assign a number of personnel to work full time on preparing plans and specifications for this renovation. We have prepared a time table schedule for the design and construction of this renovation, a copy of which is attached. A list of some of the items that are re- quired for this renovation are: 1. Provide restroom facilities on the second and third floors where there are none, and the replacement of existing restroom on the first floor. 2. Replacement of the existing air conditioning. 3. Replacement of all electrical facilities. 4. Replacement of all doors and partitions in order to comply with the required one -hour fire rating.
