RESOLUTION NO. 77-201
A RESOLUTION APPROVING AND ACCEPTING THE PUBLIC
PRESENTATION AND REPORT TO THE CITY COMMISSION
THIS DATE BY J. I. WILSON, A RECOGNIZED AND
REPUTABLE REAL ESTATE APPRAISER AND CONSULTANT,
CONCERNING THE PROPERTY IN DOWNTOWN MIAMI OWNED
BY THE FLORIDA EAST COAST RAILWAY AND KNOWN AS
THE "P & 0" PROPERTY; AUTHORIZING THE CITY
MANAGER TO ENGAGE THE PROFESSIONAL CONSULTANT
SERVICES OF J. I. WILSON AS AN INDEPENDENT
CONTRACTOR IN CONNECTION WITH THE DEVELOPMENT
STUDY AND EVALUATION OF THE AFORESAID P & 0
PROPERTY FOR COMPENSATION IN AN AMOUNT NOT TO
EXCEED $125,000 WHICH WILL INCLUDE ALL COSTS
AND FEES FOR ANY ADDITIONAL APPRAISALS, ENGINEER-
ING AND/OR CONSULTANT SERVICES THAT MAY BE
UTILIZED BY SAID J.I. WILSON, IN CARRYING OUT
THE OBJECTIVES OF THE CITY OF MIAMI; SAID
AUTHORIZATION IS SUBJECT TO MR. WILSON'S AGREEMENT
TO ENGAGE THE FIRM OF COLE APPRAISAL COMPANY FOR
SUCH PROFESSIONAL SERVICES AS MAY BE NECESSARY FOR
THE ACCOMPLISHMENT OF THE OBJECTIVES AS HEREIN SET
FORTH; ALLOCATING THE AFORESAID SUM OF $125,000
THEREFOR FROM THE PARKS FOR PEOPLE BOND FUNDS,
PROJECT NO. 305003, INDEX CODE 348656. "DOCUMENT

WHEREAS, J. I. Wilson has been previously involved
as a real estate appraiser in the City's continuing litigation
over the Florida East Coast Railway's P & 0 property;
NOW, THEREFORE, BE IT RESOLVED BY THE COMISSION
OF THE CITY OF MIAMI, FLORIDA;

Section L. The ptib1io .presentation and report
to the City Commission this date by 3. t: Wil on, .a
recognized and reputable real estate appraiser and consultant,
concerning the property in downtown Miami owned by the Florida
East Coast Railway and known as the ''P & 0" property is hereby
approved and accepted.
Section 2. The City Manager is hereby authorized
to engage the professional consultant services of J. 1. Wilson.
as an independent contractor in connection with the development
study and evaluation of the aforesaid P & 0 property for com-
pensation in an amount not to exceed $125000 which will include
all costs and fees for any additional appraisals, engineering
and/or consultant services that may be utilized by said J. I.
Wilson, in carrying out the objectives of the City of Miami;
said authorization is subject to Mr. Wilson's agreement to
engage the firm of Cole Appraisal Company for such professional
services as may be necessary for the accomplishment of the objec-
tires as herein set forth.
Section 3. The sum of $125,000 for the aforesaid
expense is hereby allocated from the Parks for People Bond
Funds; Project No. 305003, Index Code 348656.
PASSED AND ADOPTED this 24th day of February, 1977.
