A RESOLUTION AUTHORIZING THE CITY MANAGER
TO SUBMIT A GRANT APPLICATION TO THE
UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT FOR COMMUNITY DEVELOPMENT
FUNDS AND FURTHER AUTHORIZING THE CITY
MANAGER TO ACCEPT THE GRANT AND EXECUTE
THE NECESSARY CONTRACTS AND AGREEMENTS TO
IMPLEMENT THE 1977-78 COMMUNITY DEVELOPMENT
PROGRAM UPON RECEIPT OF THE GRANT.
BE IT RESOLVED BY THE COMMISSION OP THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is hereby authorized to
submit a grant application to the united States Department of
Housing and Urban Development for proposed Community Develop-
ment purposes during 1977-1978.
Section 2. The City Manager, as Chief. Administrative
Officer for the City of Miami, upon approval of the application
by the United States Department of Housing and Urban Development,
is hereby authorized to accept the grant and execute the necessary
contracts and agreements to implement the 1977-1978 Community
Development Program upon receipt of the grant.
PASSED AND ADOPTED this 24th day of February , 1977.

Enclosed please find the City of Miami's proposed 1977,.78
application for funding for $9,693,000 under the Housing
and Community Development Act of 1974 for City Cotnrission
review and approval.
As a result of the first Public Hearing, held February
10, 1977, adjustments have been made in the Culmer target
area allocation to reflect an increase in social service
funding to $100,965, or 15% of the total target area
allocation. This amount would increase the Economic
Development Program from $46,891 to $80,546, a 58% increase,
and would fund the Cultural Service Program in the recommended
amount of $20,419. Please note that the proposed amount for
the Economic Development Program is a target figure, to be
negotiated and substantiated by a satisfactory work program
and budget.
It is requested that the City Commission pass the attached
resolution authorizing the City Manager to accept the
grant and execute the necessary contracts and agreements
to implement the program.

Actual implementation of projects is contracted outside of City gorerntnentl however,
City departments, most notably Planning, Parks and Recreation, Public Works, Property
Acquisition are instrumental in design and plannir.y phases.

Current Congressional hearings and HUD legislative efforts indicate a long-term re-
authorization of this program's funding.
