GATHERING IN MEMORY OF HoWARD PALMATIER,
WHO WAS THE DIRECTOR OF THE CUBAN REFUGEE
CENTER, SR0NSORED BY THE GREATER MIAMI
COMMUNITY SERVICE, INC,, SUBJECT TO
PAYMENT FOR INSURANCE AND OTHER DIRECT
COSTS BORNE BY THE CITY
WHEREAS, the herein request for waiver of fee
was received prior to the passage of Resolution No. 77-126,
adopted February 17, 1977, which expressed this Commission's
intent on the fee waiver policy;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA;
Section 1. The rental fee for the use of LITTLE
HAVANA COMMUNITY CENTER, on March 19, 1977, for a memorial
gathering in memory of HOWARD PALMATIER, who was the Director
of the Cuban Refugee Center, sponsored by the Greater Miami
Community Service, Inc., is hereby waived, subject to payment
for insurance and other direct costs borne by the City.
PASSED AND ADOPTED this 74thday of February
1977.

In order to follow the direction of the City Commission that we treat
requests for fee waivers which were received prior to the adoption of
the new Fee Waiver Policy in the traditional manner, t have placed
a request for the free use of the Little Havana Community Center
Auditorium on March 19, 1977 on the February 24 Agenda.
To my knowledge, there is only one remaining itern that will be
treated in the former manner, namely, the request for waiver of
fees for use of the Miami Stadium parking lot for a carnival that
was sponsored by the Tropicana Lions on February o. This re-
quest was introduced on February 10 by Commissioner 12eboso
and was approved by Motion. This action is scheduled to be
formalized at the March 16 Commission Meeting.

Waving of Rental Pees for tittle
Havana Community Center on
March 19, 1977
Please place the name of Mr. Pablo Vega, Secretary, Greater Miami Community
Service, Inc., on the Agenda for the February 24, 1977 Commission meeting to
request waving of rental fees for the Little Havana Community Center auditorium
on March 19, 1977. On this occasion they will hold a posthumous gathering in
memory of Howard Palmatier, who was Director of the Cuban Refugee Center and
died three years ago.
