IN CONNECTION WITH THE CONSTRUCTION OF A
HEAVY EQUIPMENT SERVICE FACILITY TO BE LOCATED
AT NLW. 14 AVENUE AND 20 STREET, MIAMI, FLORIDA,
WITH THE FIRM OF MORTON/WOLFBERG/ALVAREZ/TARACIDO/•
SEIGLIE AND FRESE; WITH FUNDS THEREFOR TO BE
PROVIDED BY THE U.S. DEPARTMENT OF COMMERCE,
ECONOMIC DEVELOPMENT ADMINISTRATION, AS AUTHORIZED

AND INVESTMENT ACT OF 1976, PURSUANT TO THE "OFFER
OF GRANT" DATED JANUARY 27, 1977 SUBMITTED BY THE
AFORESAID ECONOMIC DEVELOPMENT ADMINISTRATION;
FUTHER AUTHORIZING THE CITY MANAGER TO INSTRUCT
THE AFORESAID FIRM TO IMMEDIATELY bRAFP PRELIMINARY
CONTRACT PLANS AND SPECIFICATIONS, SUBJECT TO PAY-
MENT FROM FUNDS AS AFORESAID AND IN AN AMOUNT NOT
TO EXCEED $10,000, WHICH AMOUNT SHALL BE CREDITED
TOWARD THE CONTRACT PRICE TO BE PAID BY THE CITY
IN THE EVENT THE AFORESAID FIRM AND THE CITY
NEGOTIATE A SATISFACTORY AGREEMENT.

WHEREAS, on January 27, 1977 the City of Miami
notified of a Grant Offer from the U.S. Department of Commerce,
Economic Development Administration, in an amount not to exceed
$2,710,050 for financial assistance in the City's construction
of a heavy equipment service facility within the City; and
WHEREAS, the City Commission by Resolution No.77-121
authorized the City Manager to accept the said Grant; and
WHEREAS, in conformance with F.S.287.055, otherwise
known as the "Consultants' Competitive Negotiation Act" the City
advertised for proposals from interested consultants to provide
professional services in connection with thRceemr .J. p raid

consultants by 5;00 P.M. on February 14, 1977; and
WHEREAS, in conformance with said Statute the City,

Section 1. The City Manager is hereby authorized to
negotiate an agreement, subject to City Commission approval, for
architectural and professional engineering consultant services
in connection with the construction of a heavy equipment service
facility to be located at N.W. 14 Avenue and 20 Street, Miami,
i'lorida, with the firm of Morton/Wolfberg/Alvarez/Taracido/Seiglie
& Frese, with funds therefor to be provided by the U.S. Department
of Commerce, Economic Development Administration as authorized
under the Local Public Works Captial Development and Investment
Act of 1976, pursuant to the "Offer of Grant" dated January 27,
1977 submitted by the aforesaid Economic Development Administration.
Section 2.
Due to the aforesaid Grant's constraint of
time, the City Manager is hereby authorized to instruct the afore-
said firm to immediately draft preliminary contract plans and
specifications, subject to payment from funds as aforesaid in
Section 1 hereof and in an amount not to exceed $10,000, which
amount shall be credited toward the contract price to be paid
by the City in the event the aforesaid firm and the City negotiate
a satisfactory agreement.
PASSED AND ADOPTED this 24th day of February, 1977.

As you are aware, the clock started running on the City's grant
for the Leavy Equipment Service Facility on January 27. We are
attempting to have this date modified to the date that the City
received the grant offer, which was February 9, However, over
$2,700,000 is at stake and it is the staff's opinion, after per,-
sonally visiting Atlanta, that the 90 day requirement to have
construction on the site WILL NOT EE WAIVED.
In anticipation of receiving the grant offer, the City placed an
ad for consultants, inviting them to submit letters of interest
to the City no later than 5 Pm, February 14. Thirty-one propbsalS
were received. Your committee, consisting of myself, Eddie Cox
and bick Fosrnoen, reviewed the information submitted and have
selected four consultants who might perform the services required.

City plans to build.
The Committee interviewed the following

During the interview process, particular emphasis was placed oh
enthusiasm for the project, ability to perform Within the extremely
tight time frame, and their knowledge and experience in desigh of
similar type facilities.
As a result of these interviews, the committee's unanimous
recommendation is that the City hire the firm of Morton/Wolfberg/
Alvarez/TatYacido/Seiglie & Frese.
It is extremely important to the City that the 'Committee's recom-
mendation be ratified by the Commission on the 24th of February.
This will enable the consultant to start work on the 25th with the
full knowledge that a formal agreement will need to be developed
and ratified by the Commission.
