HomeMy WebLinkAboutR-77-0174APC/rb 2/17//7 RESOLUTION No.• 77..174 A AtEoLuTloN AUTHORIZING THE CITY MANAGER To RECEIVE THE AtiouNT OF $201o#OSO FROM THE 11.8, OEPARTMENT OF COMMERCE THAotAtt IT8 ECONOMIC DEVELOPMENT ADMINISTRATION ()VITA oP GRANT DATED JANUARY 2/1 19/7 FOR CoNSTRUC- TIoN oP A HEAVY EQUIPMENT SERVICE FACILITY WITHIN THE CITY; FURTHER AUTHORIZING THE CITY MANAGER TO ACCEPT AND RECEIVE BIDS AND AWARD CONTRACTS FOR THE VARIOUS PHASES OP CONSTRUC- TION OF THE AFORESAID FACILITY# WITH FUNDS THEREFOR TO BE EXPENDED PROM TITLt I FUNDS PURSUANT TO THE AFORESAID GRANT; SUBJECT TO THE FURTHER CONDITION THAT THE AWARD OF CONSTRUCT/ON CONTRACTS BE MADE TO THE LOWEST RESPONSIBLE BIDDER AND FURTHER SUBJECT TO THE LIMITATION oP THE EXPENDITURE OP FUNDS IN AN AMOUNT NOT TO EXCEED THE AFORESAID GRANT OF $2010,050, WHEREAS, the City of Miami has received an Offer of Grant dated January 27, 1977 from the U.S. Department of Commerce, through its Economic Development Administration, in an amount not to exceed $2,710,050 for the construction of a heavy Equipment Service Facility within the City of Miami; and WHEREAS, construction must be under way within 90 days from January 27, 1977; and WHEREAS, these funds could be 'lost if -the City does LA, C ; • 1:1 I N D not comply with the schedule; and ITEM NO / WHEREAS, it is in the best interests of e city that the City Manager be authorized to accept the aforesaid grant and to receive bids and award contracts to the lowest responsible bidders; and WHEREAS, regular procedures will be followed if at all applicable; and WHEREAS, all actions taken by the Manager will be subsequently presented to the City Commission for ratification; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1, The City Manager is hereby authorized to receive the amount of $2,710,050 from the U.S. Department of Commerce through its COTIOMi0 DevelOpment Admini ra on CITY COMMISSION MEETING OF F E 2 4 1977 RESOLUTION NO 7 7- REMARKS: Offer of Grant dated January 27, 977 for the Co istrut tion of a Heavy Equipment Service Paci1ity within- t-he ity of Miami. Seetion -2; The City Manager is hereby authori2ed to aCcept and receive bids and award contracts for the Varous phases of construction as may be necessary for the Heavy Ecjuip inept Service Facility for the City of Miami with funds therefor to be expended from Title I Funds from the U.S. Department of Commerce through the Economic Development Administration pur- suant to the aforesaid Grant dated January 27, 1977, subject to the further condition that the award of construction contracts be made to the lowest responsible bidder and further subject to the limitation of expenditure of funds in an amount not to exceed the aforesaid Grant of $2,710,050. This afternoon iir. Cox arid myself attended a workshop session in Sunrise, Florida, to discuss with representatives of E.D.A. from Atlanta what requirements the City will have to meet in order to assure grant funds. Most critical is time. The clock started running for the City on January 27, which was the date the grant offer was trailed from Washington. WE MUST HAVE ONSITE LABOR WITHIN 90 DAYS. This means we dust have contracts awarded and work being performed on the site by April 27. IN MY JUDGMENT, THERE WILL BE NO EXCEPTIONS TO THtS 90 DAY REQUIREMENT. Over 1,000 grant applications were filed for the State of Florida and only slightly over 100 were granted. The entire success of this program and any future programs will rely on how well these 100 grant applications are carried out. In order to accomplish these object- ives, the City will have to award multiple contracts. Fast -tracking will not be allowed because it was not included as pant of our grant application. To avoid problems with awarding contracts because of Commission scheduling, it is essential that the Manager be given blanket authority to award contracts as soon as they are ready for award. It is essential that the City take a firm stand that the site sub- mitted in the application will be used for the type of facility proposed, and that although a public hearing will be required, any suggestion to relocate the facility to some other location will, in my opinion, cause the City to lose the grant. The City of Miami will be held as an example for contractors to comply with the Miami plan for Affirmative Action. This will mean that all contractors and subcontractors working on this project will have to have between 20% an 24% minorities as part of their organization. It is my recommendation that th,.: Manager be authorized to accept the grant offer, appoint Mr. Cox as the City's Project Coordinator and to have Mr. Cox personally deliver the grant offer papers to the Atlanta office so that the City may sit down on a face-to-face basis to have definite answers for some of the very critical questions we have. An example of which is whether the City may use outside con- sultants..when the application said the work would be done inhouse. 77- /7r
