A G R E E M E N T
THfS AGRREEMrEt T made and entered into this lst day of February,
1977,.:betaedn tHE CITY OF MIAMI, a municipal corporation of the State
of Florida, and THE NATIONAL CENTER FOR MUNICIPAL DEVELOPMENT, INC.

In consideration of the premises and mutual covenants hereinafter
contained, the parties hereto agree.
1. OBLIGATIONS OF THE NATIONAL CENTER FOR MUNICIPAL DEVELOP.IENT, INC.
A. The National Center for Municipal Development, Inc., will
assign a member of its staff to act as a Washington Assistant
to the City of Miami in Washington, D.C. on a third time basis.
B. The National Center for Municipal Development, Inc., will
provide supervision of the washington Assistant as desired by
the City and proportionate to the level of service specified in
paragraph 2, subparagraphs A and B below; the National Center
for Municipal Development, Inc., will furnish requisite office
space, utilities, furnishings and equipment, secretarial services,
common -use office supplies and services, general administrative
support, and consultation with the urban research staff and access
to those ongoing research activities and studies of the National
Center for Municipal Development, the National League of Cities,
and U. S. Conference of Mayors required by the Washington Assistant
to the City of Miami in the performance of his prescribed functions
under this Agreement.
C. The Washington Assistant will confer with the Mayor and such
other City personnel as the Mayor may designate at the times and
places mutually agreed to by the Mayor and the Washington Assistant
on all organizational planning and program activity which has a
bearing on the ability of the City to make the best use of federal
aid programs.
D. The Washington Assistant will review federal executive propo-
sals, legislation under consideration, proposed and adopted
administrative rules and regulations and other Washington develop-
ments for the purpose of advising the City on his own initiative
of those items which may have a bearing on City policy or programs.
E. The Washington Assistant will secure and furnish such deatailed
information as may be available on federal programs in which the
City indicates an interest.
F. The Washington Assistant will review and comment on proposals
of the City which are being prepared for submission to federal
agencies when requested to do so by the Mayor.
G. The Washington Assistant willmaintain liaison with the City's
Congressional delegation and will assist the delegation in any matter
which the City determines to he in its best interest in the same
manner as any othor rnonbor of tho City's administrative staff might
render assif::tance.
• H. The Washington Assistant will counsel with the City regarding
appearances by City personnel. before Congressional Committees
and adru nistrative agenciea and will arrange for appointments
and accommodations for City personnel as necessary,
it The Washington Assistant will contact federal agencies on
the CCity's behalf when City applications are under consideration
by such agencies and otherwise take whatever steps appear to hint
to be required to obtain the most favorable consideration of
such applications.
J. In fulfilling his responsibilities under this Agreement, the
Washington Assistant will act in the nar;+,v of the City of Miami
and with the title of Washington Assistant to the Mayor.
t. The National•Center for Municipal Development, Inc., will not
directly or indirectly participate in or intervene in any political
campaign on behalf of or in opposition to any candidate for public
office.
L. The National Center- for Municipal Development, Inc., Will not
take a position on pending legislation nor attempt to influence
legislation by propaganda or otherwise.
2. OBLIGATIONS OF THE CITY OF MIAMI
A. The City of Miami will contract with the National Center. for
Municipal Development, Inc., Washington, D. C., for a period of
one year.
B. The contract will be $22,000.00 payable in advance in equal
monthly installments of $1,833.33.
C. The City will advise the National Center for Municipal Develop-
ment, Inc., of the name or names of persons other than the Mayor
authorized to request service by the Washington Assistant and the
person or persons to be kept advised by the Assistant.
D. The City will supply the National Center for Municipal
Development, Inc., with a summary of all federal programs in which
the City is participating and advise the National. Center for
Municipal Development, Inc., of any new applications filed together
with pertinent details as to the substance of such applications.
E. The City will supply the National Center for Municipal
Development, Inc., with copies of budgets, planning documents,
and regular reports of the Mayor and departments, Council agenda
and proceedings, newspapers and other materials which will assist
the representative in keeping himself current on City policies and
programs.
F. The City will reimburse the National Center for Municipal
Development, Inc., for: 1) all travel expenses incurred pursuant
to paragraph 1, subparagraph C; 2) all travel expenses for
attendance at any other conferences attended by the Washington
Assistant outside of Washington, D. C. at the request of the City.
G. All long distance telephone expenses will bo borne by the
City. The Mayor will determine policy concerning telephone usage.

THIS AGREEMENT shall take effect the 1st day of Vebruary, 1977.
It may be terminated or renegotiated by either party at any time by
giving the other at least 60 days notice in writing of such intent
to terminate or renegotiate.

EheloSed is a letter and copy of the Agreement for the Man In
Washington Program from Mr, bick Cherry, Director of the National
Center for Municipal Development, Incorporated.
This Agreement will allow the City to continue using the services
of Mr. Mark Israel as our Man In Washington representative for a
period of one year.
It would seem appropriate that after all the services that
Mr. Israel has provided during this past year, this Agreement
should be extended for one additional year. The cost of this
service will be $22,000. In the 1976-77 Budget under special
programs and accounts, the Man In Washington Program was budgeted
at $19,200, therefore, $2,800 will have to be allocated from the
Contingency Fund for this program.

l am pleased to transmit a proposed contract for Contin-
uation of Washington representation services for the City of
Miami at an increased level of service, The level which is
proposed and has been discussed with you by Mark Israel is far
more appropriate to the size and workload of Miami than the
previous level. Please return one fully executed copy for our
files.
We especially enjoy working with Miami as it develops as
the central city of the Metropolitan area. Mark informs me
frequently about the progress of Miami city government, and
I am convinced that he is looking out for the City's interests
in so many ways that would be impossible without a Washington
office.
Please call me or Mark if there are questions on the contract.
A belated congratulations on your new post. Speaking for Man
In Washington, it's good to be working with you again.
