ADOPTEb EY RESOLUTION EXPRESSING THE WILL

OR MATTERS THAT REOUIRE DIRECTIONS OR OUIDELINES
PROM THE COMMISSION.
WHEREAS, it is necessary to identify clearly and
record those expressions of policy of the City COMMiSSiOh not
set forth in ordinance or resolution form; and
WHEREAS, in order to make the aforesaid policy state-
ments of the City Commission available to all concerned parties;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. A City Commission Policy Manual is
hereby established.
Section 2. The aforesaid Manual will contain state-
ments of policy which have been adopted by resolution as expres-
sions of the will of the Commission. Each resolution therein
shall outline the background or purpose of the particular policy
contained therein and clearly delineate the policy itself.
Section 3. The said Manual shall be maintained in
looseleaf form, in addition to the basic resolution form. Upon
adoption of policy statements by the Commission concerning
issues, problems or matters requiring directions or guidelines
from the Commission, the City Manager shall arrange for the
codification, indexing, printing and distribution of the policy
statement resolutions to holders of the Manuals with each Manual
being assigned a serial number for the purpose of keeping said
Manual current and complete,

Wring recent City Commission Meetings, you have expressed to the Commission
your desire to establish policies relating to various matters. I have followed
up on your instructions to prepare the groundwork for establishing a Miami
City Commission Policy Manual. If you have no objection, I propose that the
manual be established by a "Resolution of Intent." This will be a simple
statement by the Commission that it wishes to express its desire to provide
the City with a codified, indexed set of policies which will give guidance
and direction to the administration in certain areas where this is needed.
In order to make this Commission Policy Manual simple and flexible, I pro-
pose that policy statements be written using the format found on the attached
"Proposed Fee Waiver Policy." This statement will be included in the manual,
but a Resolution officially expressing the Commission's will in proper legis-
lative form will accompany all proposed policy statements.
A suggested indexing system is also attached.
