On January 27th the Commission directed that we meet with Dr. Ben
Sheppard to discuss with hitn the possible use of a portion of the
Municipal Justice Building for the Miami Bridge, We also reported
at that meeting that the City was in the process of trying to de..
tertnine the future of the whole Municipal Justice Building CottlpleX
including the land.
We have received several inquiries from various agencies desiring
to lease portions of the building, We have also received inquiries
for the possible sale of the total buildings and land. It has been
very difficult for the administration to deal with these different
requests without the policy of the Commission's intent. There are
several alternatives:
1. The entire complex could be sold.
2. The entire complex could be leased to one agency.
3. The entire complex could be leased to multiple agencies.
4. The entire complex could be reserved by the City and
turned over to various quasi -government uses.
5. The City could continue to use it for its own purposes.
The administration has reviewed the building, primarily for City
functions such as the Fire Department Administration Offices. It
is our decision that this is not a wise choice. Once we agree
that it will not be used for our own purposes, the position of
lease or sale becomes important. With our tight financial circum-
stances, I do not feel that the City should let this property
become a drain on our resources.
It is my recommendation that the City Commission authorize the
staff to seriously pursue either sale of the building and land,
or leasing of it to one agency on a long term basis without further
investment by the City. This authorization would allow us to deal
in good faith with other agencies and individuals, and then bring
to the City Commission the best alternatives available.
