WHEREAS, in 1972 the electorate of Dade County as a part of its Decade of Progress passed on One hundred Thirty - Two Million Dollar bond issue to be used for a Mass Transit System; and WHEREAS, a huge commitment of federal dollars has been made by the Federal Government and the Metro Com- mission now needs to turn to other local or state financing possibilities to match this and further round out the entire cost of the project; and WHEREAS, on November 2, 1976, the voters turned down an extra penny tax to be used for Mass Transit System financing; and WHEREAS. by a straw ballot placed in the primary election in the Spring of 1976, Miami Beach voted down an elevated rapid transit system in their City; and WHEREAS, it is felt that the citizens of Dade County are strongly reluctant to vote further financing into a system about which they have doubts regarding two major factors: esthetics and economics; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF HOMESTEAD: That the of County Commissioners of Dade County be and they hereby are requested to submit to referendum by the electorate of Dade County, the auestion of the type of Mass Transit System to be provided for Dade County, offering three alternatives, with a comparative breakdown as to capital improvement outlay and operating expense.
