This afternoon 4r, Cox and Myself attended a workshop Session ih Sunrise, Florida, to discuss with representatives of E.b.A. from Atlanta what requirements the City will have to meet in Order to assure grant funds, Most critical is time. The clock started running for the City on January 27, which was the date the grant offer was mailed from Washington. WE MUST HAVE ONSITE LABOR WITHIN 90 naYS. This means we must have contracts awarded and work being performed on the site by April 27. IN MY JUDGMENT, THERE WILL BE NO EXCEPTIONS TO THIS 90 DAY REQUIREMENT. Over 1,000 grant applications were filed for the State of Florida and only slightly over 100 were granted. The entire success of this program and any future programs will rely on how well these 100 grant applications are carried out. In order to accomplish these object- ives, the City will have to award multiple contracts. Fast -tracking will not be allowed because it was not included as part of our grant application. To avoid problems with awarding contracts because of Commission scheduling, it is essential that the Manager be given blanket authority to award contracts as soon as they are ready for award. It is essential that the City take a firm stand that the site sub- mitted in the application will be used for the type of facility proposed, and that although a public hearing will be required, any suggestion to relocate the facility to some other location will, in my opinion, cause the City to lose the grant. The City of Miami will be held as an example for contractors to comply with the Miami plan for Affirmative Action. This will mean- that all contractors and subcontractors working on this project will have to have between 20% an 24% minorities as part of their organization. It is my recommendation that the Manager Le authorized to accept the grant offer, appoint Mr. Co;: as the City's Project Coordinator and to have Mr. Cox personally deliver the grant offer papers to the Atlanta office so that the City nay sit down on a face-to-face basis to have definite answers for some of the ve.cy critical questions we have. An example of which is wheth.e he City may use outside cor.- sultarits where the application ;aid t *n be done inhouse.
