WHEREAS, the City of Miami in its second year Community
Development Block Grant provided $484,959 in Local Option Con-
tingencies for cost -overruns and special projects; and
WHEREAS, the City of Miami has substantial investment
in the above -described study area and
WHEREAS, there is a demonstrated need for development
of marina facilities to allow a greater number of residents
access to the Miami River; and
WHEREAS, the City of Miami is interested in determining
the economic feasibility of a fish/farmers/food market and
restaurant complex;

Section 1. The City Manager is hereby directed to
advertise publicly and receive proposals from economic/planning
firms for professional services for a Riverfront Development
Study for the area generally bounded by the NW 7 Avenue Bridge;
1-95 Feeder and Miami Avenue Bridge; SW 6 Street and South River
Drive;
Section 2, The City Manager is instructed to appoint a
Competitive Selection Committee for purposes of review, evalua-

Section 1. The City Manager is further authorized to
negotiate a contact with the economic planning firms in the
order of ranking assigned by the Competitive Selection Committee,
with the expenditure thereunder limited to at amount not to
exceed $45,000.

The attached Resolution for City Commission consideration
authorizes and directs the Administration to advertise and
receive proposals for an economic/planning study for the
Miami Riverfront in the area of Lummus Park.
This proposal was developed by Community Development staff
with input from interested property owners in the area. The
objective is to ascertain the economic feasibility for a
fish/farmers/produce market and marina facilities within
the study area with special consideration to potential sources
of project funding, such as the Community Development Program
and Economic Development Administration programs, as well as
private sector involvement.

Riverfront beveiopment Study
Ladies and Gentlemen
The City of Miami is soliciting Letters of Interest from economic/planning
consulting firms for the purpose of undertaking a Riverfront Development
Study for a one..mile section of the Miami River. (See map attached),
The Miami River presently constitutes one of the most critical, unrealized
development opportunities within the City of Miami. Its visual and aesthetic
potential and its pivotal geographic location have been underutilized and,
often times, misused. The intervention of the public sector through investment
in new facilities and infrastructure is now thought to offer an opportunity to
recreate the former ambience, environment, vitality and economy of the Riverfront,
preferably in joint development with the private sector:
The proposed study and its associated projects will be closely related to the
River and the existing fishing industry, will provide a tourist attraction and
will offer shopping facilities for area residents and employees in the Downtown
and proposed Government Center. Further details are contained in the Synopsis of
Program and Scope of Professional Services attached.
The City is seeking an integrated economic/planning consulting team capable of
demonstrating innovative capabilities and applicable experience in projects of
this type. Expertise in economic and market studies, fiscal analysis, land use
planning, redevelopment and water oriented development will be of critical concern in
the selection of the professional team that will receive this assignment. The consulting
team must have the capacity of producing a document which will result in a creative
contribution to the City capable of being implemented within a realistic time and
monetary frame. Priority will be given to firms with minority representatives.
Upon receipt, your Letter of Interest will be reviewed for your qualifications by
a selection committee. Qualified firms will be further evaluated and at least

three firms will be personally interviewed by the selection cOMMittee.
Three firms in order of preference will then be recommended by the
administration to the City CoMmission. The fee for professional
services will be negotiated between the negotiating committee and the
.firm(s) selected, and the firm(s) will be required to enter into a
formal agreement with the City of Miami. Subject to negotiations,
a tentative forty thousand dollar ($40000.00) fee has been established.

The proposed study should develop a land use plan for the area generally bounded
by the NW Avenue bridge; 195 feeder and Miami Avenue bridge; SW 6 Street and
South River Drive. The plan)which will include urban design guidelines, should
address itself primarily to river -related commercial and tourist uses with
secondary emphasis on housing potential and open space heeds.
The plan will recognize the existing and proposed framework of public investment
in the area including a new Miami Avenue river crossing, the rapid transit river
crossing, the Miami River Walkway, Lummus Park, Latin Aiverfront Community park,
Cortnerce Plaza and Riverside Park in addition to the Downtown Government Center,
Pt, 'Dallas Park and Miami Convention Center, immediately east of the study area.
While alternative commercial tourist and water -oriented (marina) projects will be
studied for planning and economic feasibility, the principal project to be
evaluated is a proposed complex to include a fish/farmers/food market, restaurant(s)
and other related retail uses to be determined. This project is intended to sell
fresh food and fish directly to the consumer while providing an attractive shopping/
walking/eating experience to both Miami residents and tourists. The level of
activity and physical scope of this complex remain to be determined and will depend
on the site chosen, visual scale to the river and surrounding area and market
potential. The recommended site should take advantage of the surrounding activity
nodes (Downtown Government Center, Convention Center), the proposed River Walkway,
other pedestrian and vehicular access routes, existing and proposed open space and
commercial and leisure river traffic.
If feasible and appropriate, marina facilities should be provided along the banks
of the river within the study area. Connections between the leisure boat traffic
and the market complex should be included to allow boaters to make full use of the
proposed shopping and eating facilities. Utilization of City owned land should
be studied.
All programming should recognize the potential of joint public/private development
inherent within the study area and be sufficiently detailed quantitatively to allow
the City to discuss implementation of joint projects with the private sector. The
City should also be adequately informed of potential spin-offs which might logically
be undertaken by the private sector.
Scope of Professional Services
The consultant team will be required to render all the professional and technical
services required to complete the aforementioned program. The services will
involve but not be limited to the following:
A. Review all relevant river -related data; particularly that which is directly
related to the study area; review the existing and proposed framework of
public investment within the study area and evaluate linkages between,and potential

natitie retail, tourist and water oriented uses and prepare a land use
plan with specific reference to retail, tourist, Marina, housing and open
space utilisation with appropriate urban design guidelines, consistent

E. conduct a market analysis for a fish and produce 'Market compieX, including
accompanying restaurant and related retail outlets, which will include:
1.,naiysis of similar projects
2. Pecommehded type and sizes of activities to be located in this commplex
3. Feasible magnitude of the proposed project
4. Estimated demand for services to be provided including number, origin
and type
5. Estimated number, nature and origin of producers
6. Possible need for outreach, assistance and training of small
entrepreneurs in order to provide opportunities to minority businessmen.
C. Analyze and select a site for the proposed fish/produce market complex
based on the following factors, among others:
1. Market and physical considerations
2. Impact on existing neighborhood
3. Linkages with surrounding activity centers
4. Accessibility by different means of transportation
5. Parking requirements
6. Environmental impact
7. Cost
D. Conduct a financial analysis of the proposed fish/produce market complex
to include:
1. Operating costs and revenues
2. Funding sources, including private participation
3. Impact on tourist industry
4. Employment generated.
E. Determine the feasibility, appropriate number and location of marina facilities
including cost and funding/development alternatives for the City of Miami
and/or private enterprise.
