this plan calls for the replacement of existing septi.e
tanks with a Modetrn sewer system. the object is to collect
domestic waste water, transport it to Virginia Rey for process-
ing and finally dumped to an ocean outfall approximately 00
feet down out in the Gulf 5treatnn
Property owners will be assessed $800.00 for each 50 feet
frontage, Approximately 1500 homes are involved. Heavy
commercial users and multistory buildings will pay the same
footage rate. That is, the assessment is based oti lot size not
on water usage. In addition to the $800.00 each property
owner must pay approximately $1000 hook up charge to the property
line. Water bills will be doubled to offset the continuing
cost of service.
1500 properties x $800 assessment =
1500 properties x $1000 hook up cost -
1500 properties x $800 per 10 year esti..
mated water bill increase
Total cost to 1500 Silver Bluff homeowners for
10 years $3,900.000

There has never been one mention of disease attributed
to septic tank in the annals of U.S. Government records or in
the Florida State Board of Health since that agency first be-
gan to monitor in 1898; and,
Dozens of major lakes and rivers, such as Lake Erie, have
been killed and/or polluted by sewerage outfall while there is
no body of water in the United States that is known to have
been killed or polluted by septic tanks; and,
More than half of all U.S. construction uses septic tanks
because septic tanks assure a controlled continuing growth of
communities that are remote from "modern" sewer systems; and,
With the introduction of the septic tank, in 1894, the
USA has become the first major nation to stop the threat of
pathogenic pollution from human waste in our potable water and
simultaneously establish a natural, safe, method of recycling
our fresh water supply; and,
U EAS: Nowhere in the proposal # Stt.,Mi4 (noted 1h the January 11,
197/ letter to property owhers of Silver i#iuff) have any authetria
ties established any case against septic tanks, And;
WitRtASt the new Virginia Rey treatment facilities will add an ad-
ditionai 60000,000 gallons of water per day bringing the burgebna
ing total to 155,000,000 dOo gallons per dayr=or 41,9,S,OOO,0OO
gallons per yearuuwater which will not be recycled for reuse,
but will instead, be dumped to a 90 ft waste outf all in the Oulf
Stream, end,
WHEREAS. Many of our trees, shrubs and plants that offer an oasis of
natural habitat for birds, bees, butterflys and other desirable
species will be destroyed by the proposed plan to cut a swath
through the back "alleyways", arid,
Wt-tEREASt Rivers and oceans on all coasts of North America are constant»
ly being polluted with filth, refuse and waste of all kinds while
our nation removes twice as much ground water resources as is being
returned) and
WHEREASt Once -through non -recycling water systems present a clear and
present threat to our fresh water supply owing to'the constant
pressure of salt water intrusion, and;
WHEREAS: Miami generally, and Silver Bluff in particular is a low -
density population area which does not. --and will not in the fore-
seeable future --require the discontinuance of septic tanks, and;
WHEREAS: Silver Bluff area rests on an oolite aquifer of 125feet
thickness, thereby providing the finest aerobic filter for septic
tank discharge;
THEREFORE BE Ie RESOLVED; that we, Home Owner's Against Sewers (HOAS), go
on record against SR-5414-C, and we urge the Commissioners of
the City of Miami to vote against this uneconomical, anti -
environmental proposition.

nthete ate areas in 1lorida where the use of
septic tanks is absolutely the best deans of
waste disposal khowhfosiabt. John 8. Neil,
director of the Hillsborough County Health
bepartmet t, tatt,pa, Florida.
In 1974 the 10 year old plumbing systetn at the Robert king
High Tower, Htb, required a major tepiping job because of
hydrogen sulphide destruction of cast iron and topper drain
pipe. At that time the gas damage was attributed to defective.
sewersystefs. One reason for the extreme condition is that
Miami sewers have very little pitch and consequently, slow
gravity flow. Garrett Sloan said at that time, that plans for
a sewer ventilating stack were denied because of a variance.
This condition has still not been altered.
2. Investigation shows that the Virginia key Treatment Plant
is an excellent system, probably as good as could be had for the
money, and in conformity with good ecological practice and energy
conservation methods. But it should be pointed out that almost
50 percent of the system is based oh the aerobic principle of the
septic tank. There is every reason to transport Miami Beach
Sewage --presently dumped into the ocean.. -to the Virginia Key plant,
but no reason to remove Silver Bluff from individual septic tanks
with recycling water to one large community septic tank with a
once -through non -recycling system.
3. Many fresh water supply wells in bade County have had to
be abandoned owing to salt -water intrusion and dry up. A con-
tinuing increase in non -recycling fresh water demand will certain-
ly create a serious problem of water short fall in all of South
Florida in the foreseeable future. Only by a proliferation of
(controlled) septic tank use can growth in South Florida be
continued.
4. Virus has a two hour life cycle. Septic tank flow has a 24 hour
flow cycle. Any virus leaving a septic tank have been dead for
22 hours.
5. It is generally agreed by sanitary and water treatment
specialists that 3 ft of filter sand will remove 99 percent of
all bacteria. Silver Bluff Septic tank drain fields filter
through 125 feet of limestone before returning to ground water
sources.
6. The major reasons for sewer treatment plants versus septic
tanks are:
1) Nigh land values causing the space required for drain
fields to become uneconomical.
2) Nighrise, high -density population making local septic
tank application unfeasible.
