WHEREAS, at the City Commission meeting of January 13, 1977 Resolution No. 77-13 was passed which ordered a sanitary sewer improvement identified as SILVER BLUFF SANITARY SEWER IMPROVEMENT SR-5414 C (CENTERLINE SEWER) in SILVER BLUFF SANITARY' SEWER IMPROVEMENT DISTRICT j$.j�4('1�'4 C (CENtAIENT tTERLINE SEWER) ; and ITEM No. ___.� � � WHEREAS, pursuant to due public notice a lic hearing was held before the City Commission on February 10, 1977 as to any objections to the confirmation of Resolution No. 77-13, which resolution ordered SILVER BLUFF SANITARY SEWER IMPROVEMENT SR- 5414 C (CENTERLINE SEWER) in SILVER BLUFF SANITARY SEWER IMPROVE- MENT DISTRICT SR-5414 C (CENTERLINE SEWER); and WHEREAS, no objections to the confirmation of said sanitary sewer improvement were sustained by the Commission, it is therefore in order for the Commission to confirm said ordering resolution and authorize the City Clerk to advertise for sealed bids for the construction of said Improvement; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1, Resolution No. 77-13,dated January 13, 1977,which ordered SILVER BLUFF SANITARY SEWER IMPROVEMENT SR-5414 C (CENTERLINE SEWER) in SILVER BLUFF SANITARY SEWER IMPROVEMENT DISTRICT SR-5415 C (CENTERLINE SEWER) is hereby confirmed. Heavy commercial users and multistory buildings will pay the same footage rate. That is, the assessment is based oti lot size not on water usage. In addition to the $800.00 each property owner must pay approximately $1000 hook up charge to the property line. In 1974 the 10 year old plumbing systetn at the Robert king High Tower, Htb, required a major tepiping job because of hydrogen sulphide destruction of cast iron and topper drain pipe. At that time the gas damage was attributed to defective. sewersystefs. One reason for the extreme condition is that Miami sewers have very little pitch and consequently, slow gravity flow. Garrett Sloan said at that time, that plans for a sewer ventilating stack were denied because of a variance. This condition has still not been altered. 2. Investigation shows that the Virginia key Treatment Plant is an excellent system, probably as good as could be had for the money, and in conformity with good ecological practice and energy conservation methods. But it should be pointed out that almost 50 percent of the system is based oh the aerobic principle of the septic tank. There is every reason to transport Miami Beach Sewage --presently dumped into the ocean.. -to the Virginia Key plant, but no reason to remove Silver Bluff from individual septic tanks with recycling water to one large community septic tank with a once -through non -recycling system. 3. Many fresh water supply wells in bade County have had to be abandoned owing to salt -water intrusion and dry up. A con- tinuing increase in non -recycling fresh water demand will certain- ly create a serious problem of water short fall in all of South Florida in the foreseeable future. Only by a proliferation of (controlled) septic tank use can growth in South Florida be continued. 4. Virus has a two hour life cycle. Septic tank flow has a 24 hour flow cycle. Any virus leaving a septic tank have been dead for 22 hours. 5. It is generally agreed by sanitary and water treatment specialists that 3 ft of filter sand will remove 99 percent of all bacteria. Silver Bluff Septic tank drain fields filter through 125 feet of limestone before returning to ground water sources. 6. The major reasons for sewer treatment plants versus septic tanks are: 1) Nigh land values causing the space required for drain fields to become uneconomical. 2) Nighrise, high -density population making local septic tank application unfeasible. However, we have been advised by the Department of Finance that th-: City will be selling sanitary sewer bondn on Alpri_l L, 1977, thereby permitting us to advertise, receive bids, and award this project without difficulty.
