Section 1. A permit is hereby authorized to be issued
to the N.A.A.C.P.
for amusement rides in connection with its Carnival at SHELL CITY
PARKING LOT, 5800 N.W, 6 Court March 2 thru 6, 1977
subject to the following terms and conditions
1. Such use shall not be established for a period
exceeding 15 days, nor shall any one location
be used more than once 90 days.
2. The operators of the amusement rides shall obtain
the necessary _licenses, permits and Certificates
of. Use.
3. Small tents shall be permitted only to carry on
ride activities.
. The operators of the amusement rides will provide
separate sanitary facilities for both male and
female patrons.
5. The operators and employees of the rides will not
domicile on the property.
No alcoholic beverages may be sold on the premises.
7. The City of Miami Police Department will be contacted
and the number of off -duty policemen that the Depart-
ment feels are necessary to direct traffic and provide
for security will be employed by the permit holder.
Operations must conform to noise level requirements as
set forth by the Diroc-Lor of the Pui_ldi_ng Department.

The attached application for a carnival to be held
by the NAACP at N. W. 6th Court and 58th Street,
March 2nd to March 6, 1977 is forwarded to you for
appropriate action.
it is our understanding that a legal ruling has
been obtained that the 90 day period between carnivals
in commerca:al zones may be counted from starting date
to starting date. Under this method a period of 92
days has elapsed since the last carnival at this site.
A draft resolutionfor commercial zones and police
memorandum are attached.
