Dear Jorge,
Thank you for your letter of January 3. 1 completely
agree with your position that Eastern and other airlines
should continue to enjoy the real estate tax conditions
they presently have by leasing property from Metro.
By copy of this letter 1 am asking our City Manager to
put this matter on the Agenda for the Commission meeting
on January 27, for Commission consideration and, hopefully,
supp:)rt .

From the ntomcntit became known that Dade County was considering
levying property taxes on lessees at the airport, representatives
of different eastern cities, including a major Florida city, have
been invitinnz the: airlines based in Miami to move their facilities
to the:r r. :,�ctivc. cities. This has prompted us to write the
County Co._:issioners a Jettf. , copy of which is enclosed.
You can u:0.erstand that if Dade loses over 13,000 top quality jobs
at a r.,o:nLnt such as this, the damage can be extremely serious to the
economy of this entire area, especially including the City of Miami,
where L.ally of these jobholders reside and pay their taxes.
Please gii. this matter your most serious consideration.

13000 of Eastern's 15000 local employees pull-up stakes
and leave for Atlanta Eastern's new offices and re-
pair facilities. Private attorney Dan Paul, Who has
been a persistent proponent of lease taxation before the
Florida Legislature and in the courts, was gleeful last
evening, during a TV interview. Paul said, "My lifolonz
anbition has been realized. "When quizzed about the net
effect upon the economy of Miami because of the "pull-
out", Dan Paul oa_id, "
The above could very well be factual if Metro officials, the Courts and the
Florida Legislature continue to pursue the Lease Tax Programs.
One doesn't have to be an economist, mathematician, judge or gcniu2 to outs. 1y
calculate the disaster that would prevail if Miami lost a 280 zillion dollar
a year payroll, not to mention -the millions upon millions Etc n sperdn lo-
cally for services anal products. What about the local busines.aes riho'depend
wholl;, or substantially upon Eastern for their very existence?

It is difficult, as busiieasien, to understand why Metro and State officials
continue each year to "Stoke the Fire". This only opens the door for other
municipalities, in other Southern States, to ate enticing offers to PAAtern
and others who would be effected by such legislatini
Please at) your "homework" and don't be led aster by vindictive proponents
and advocates of programs rhich are detrimental to our already sagging e-
conomy,
Lastly, take a poll: of Eastern's Miami based work force and determine for
yourselves how many would be willing to relocate in Atlanta. You will be
accomplishing two goals. One, you will arrive at a percentile figure of
those willing to move, and two, you will find out that the workers are al-
ready talking about the possible move.
This then should prove to you that the opening headline and story could
become a reality.
