Grassie City Manager hate Pat: sv"Ja;t Florida. - Matilda Area Study e P CEs: Public Nearing January Li, 197 tIatLOsuats At the December 16th Co mission meeting, the Administration was directed to hold a public hearing to discuss the recommendations of the Planning Department and Public Works Department regarding the area around the Coconut Grove Elementary School. All property owners were notified by mail. In addition, formal notices were published in the newspapers. Mr. Grimm, from my staff, conducted the meeting, and representatives of the Planning Department, Public Works Department and Metro Department of Transportation were present. Attached to this memorandum is a list of all those from the neigh- borhood who were in attendance. The school was represented by the Principal, President of the P.T.A. and the legislative representative for the P. T. A. I wish the Administration could report that all of the differences that exist between the parties involved were resolved; unfortunately, we cannot,. The basic objections that have been voiced repeatedly by Mr. Daw and other residents on Florida Avenue still exist. The changes in the area recommended in the report of December 6th have been somewhat modified at the suggestion of the P.T.A. and other representatives of the school. These modified recommendations are supported by the Administration. At the conclusion of the meeting, rr. Grimm informed all those in attendance that this report would be presented to the City Commission during the morning session of the January 13th Commission meeting. He further told the audience what the report would contain. The substance of the recommendations is as follows: 1. ALLOW TIIE CONTINUATION OF THE BARRICADING OF MATILDA STREET BETWEEN FLORIDA AND OAK AVENUES BETWEEN 8:00 API and 3:15 PM BUT RESTRICT THE PLACEMENT OF THE NORTH AND SOUTH BARRICADES TO WITHIN 100 FEET OF THE FLORIDA-IMATILDA INTERSECTION. 2. REQUEST THAT DADE COUNTY DEPARTMENT OF TRAFFIC AND TRANSPORTATION iJODIFY TRAFFIC AND FARKING SIGNS WITHIN THE AREA TO REFLP CT THE FOLLOWING II:F0:3I•FATION: a) CLOSURE OF MATILDA STREET BETWEEN FLORIDA AND OAK AVENUES DURING SCHOOL HOURS. PLACEMENT OF "NO ANGLE PARi<ING" SIGNS AT THE SOUTH WEST CORNER OF THE FLORIDA AVENUE AND MATILDA STREET INTERSECTION AND ALONG THE SOUTH SIDE OF KIRK MUNRoE PARK. DIRECT THE POLICE DEPARTMENT TO ENFORCE PARKING REGULATIONS IN THE AREA OF THE SCHOOL AND PARK, IMPROVE THE RESIDENTIAL ENVIRONMENT OF FLORIDA AVENUE BETWEEN McDONALD AND MATILDA STREETS BY: a) STRICTLY ENFORCING THE HOURS THAT THE PARK IS OPEN FOR PUELIC USE (7:00 AM TO 10:00 PM). ) RELOCATING THE CHILDREN' S PLAY EQUIPMENT IN KIRK MUNROE PARK CLOSER TO MATILDA STREET. IIM:PRCVING THE EXISTING STORI'4 DRAINAGE THAT HAS RESUIfTED IN CONTINUAL FLOODING OF TFiE RIGHT-OF-WAY. d) UNDERTAKING A STUDY TO SCERTAIN HOW TO ALLEVIATE THE PERSISTENT CHIME P CI3LEM . The foregoing recommendations are basically the same a.s appeared in the December 6th report. The one exception is that Section 3 of the earlier report, which haci recorr.:endations to the School Board, has been eliminated because it was felt that these could not be accom- plished under the strict budget limitations now existing; in the schools. It was further tempered ty the fact that with the increased parking on the street we may have provided enough relief. The rec- ommendation to the School Board rill, however, be reviewedat a later date. The Department of Public Works will formally request the Metropolitan Dade County Department of Traffic and Transportation to study the traffic patterns in the vicinity of the school with a view to possible modifications to facilitate traffic flow.
