SOLUTION AUTHORIZING THE EXECUTION DP AN AGREEMENT OF COOPERATION BY THE CITY OF MIAMI WITH THE GENERAL SECRETARIAT Off' THE ORGANIZATION OF AMERICAN STATES; AND FURTHER AUTHORIZING AND DESIGNATING THE HONORABLE MAURICE A. FERRE, MAYOR OF THE CITY OF MIAMI, TO ACT ON BEHALF OF THE CITY COMMISSION OF THE CITY OF MIAMI, AND TO EXECUTE THE FORMAL AGREEMENT OF COOPERATION WITH THE GENERAL SECRETARIAT OF THE ORGANIZATION OF AMERICAN STATES AT THE PAN AMERICAN UNION BUILDING IN WASHINGTON, D.C. ON JANUARY 19, 1977 IN ACCORDANCE WITH CERTAIN PRINCIPLES EXPRESSED HEREIN. "Sf �n^^ DL'RTIVE r- ri Z.Lj'�i'y'j OLLowir t IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The execution of an Agreement of Cooperation by the CITY OF MIAMI, Florida,and with the General Secretariat of the ORGANIZATION OF AMERICAN STATES is hereby authorized. Section 2. The Honorable MAURICE FERRE, Mayor of the CITY OF MIAMI, Florida, is hereby authorized and designated to act on behalf of the CITY COMMISSION of the CITY OF MIAMI and to execute the aforesaid formal Agreement of Cooperation with the General Secretariat of the ORGANIZATION OF AMERICAN STATES at the Pan American Union Building in Washington, D.C. on January 19, 1977 in accordance with the following principles: A. There will be full cooperation in the implementation of the results of the meeting of the National Exports Directors of the member countries of the ORGANIZATION OF AMERICAN STATES Which was held in the City of Miami, Florida, in December, 1976 and 1t;OEX ITEM NO. 4i ►, CITY COMMISSION MEETING OF JAN 13 1977 RESOIUTlON .....L..:` '... The CITY OF MIAMI will assume responsibility for the )romot ion, organization, conduct and management of the aforesaid TRADE FAIR OF THE AMERICAS; hence, the CITY OF MIAMI will provide basic funding for the Fair and act as the recipient and repository Of funds from all other sources such as business community donations, Federal grants, and state funds. Any funds received by or deposited With the CITY OF MIAMI for the Fair are to he administered by the CITY OF MIAMI in accordance with its regular accounting procedures governing the receipt and disbursement of public funds. C. The General Secretariat of the ORGANIZATION OF AMERICAN STATES should undertake the promotion of the TRADE FAIR OF THE AMERICAS among its members and among all public and private organisms within its reach; accordingly, the General Secretariat of the ORGANI- ZATION OF AMERICAN STATES should use its resources and its international organisms, particularly the Inter -American Export Promotion Center, to instruct and inform its member states of the advantages of their participation in the Fair and the benefits that can reasonably be expected and anticipated for the American continent from the Fair. D. The CITY OF MIAMI will assume responsibility for the planning and administration of the Fair and will undertake the task of insuring maximum attendance by and participation of appropriate buyers, consumers and patrons of the Fair. E. The General Secretariat of the ORGANIZATION OF AMERICAN STATES should assume responsibility for encouraging full attendance by and a tdale exhibitions from eaeh ref tts tetbe Meta§ loth public and private sector thereof. Both the General Secretariat of the OROANt7AtI0N OF AMEfttCAN STATES and the CITY OF MIAMI understand that there has to he a concerted effort on their part to cooperate and reciprocally to help each other in the mutual achievement of the objectives expressed above always subject to the provisions of any Federal statute, order, directive, by-law, rule or regulation governing the herein undertaking. Crumptoh Assistant City Manager bATE. 5UFlJECt: JAN 6 1977 FILE: Resolution Authorizing Mayor tb Formalize O.A.S./City of Miami Agreement A a result of the workshop in early becember and the Letter of Intent between the General Secretariat of the Organization of American States and the City of Miami, which developed out of the workshop, a draft of a formalized agreement has been prepared and is to be executed on January 19, 1977, at 3:00 P.M. at the Pan American Union in Washington, D. C. It is prudent to have the City Commission formally adopt a resolution authorizing and designating the Mayor of the City to execute such an agreement. The attached resolution so designates and authorizes the Mayor to enter into such an agreement with the O.A.S. on behalf of the City of Miami.
