A RESOLUTION AUTHORIZING THE CONTINUED $ARRICA1)ING
OE MATILDA STREET BETWEEN FLORIDA AND OAK AVENUES;
REQUESTING DADE COUNTY DEPARTMENT OF TRAFFIC AND
TRANSPORTATION TO MODIFY THE TRAFFIC CONTROLS IN
SAID AREA; REQUESTING THE CITY MANAGER TO DIRECT
THE POLICE DEPARTMENT TO STRICTLY ENFORCE PARKING
REGULATIONS IN THE AREA OF COCONUT GROVE ELEMENTARY
SCHOOL AND KIRK MUNROE PARK; AND REQUESTING THE
CITY MANAGER TO IMPROVE THE RESIDENTIAL ENVIRONMENT
OF FLORIDA AVENUE BETWEEN McDONALD AND MATILDA

WHEREAS, in October, 1975, the City Commission passed
Vbtion No. 75-1009 instructing the City Manager to reinstall barri-
cades on Matilda Street between Oak Avenue and Florida Avenue, for
a period of one year, during which time a study be made on the
advisability of continuing to maintain the barricades at said
location, at which time a public hearing would be held on the
matter; and
WHEREAS, a joint study was prepared by the Planning
Public Works Departments utilizing the attached map for purposes
of reference herein; and
WHEREAS, a duly advertised public hearing was held on
January 4, 1977 as requested by the City Commission; and
WHEREAS, the City Manager and the Planning and Public
Works Departments recommend the action as hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The continued barricading of Matilda Street
is hereby authorized between 8:00 A.M.
of the North and South Barricade

Section 3. The City Manager is hereby requested to direct

McDonald and Matilda Streets by institution of the following
measures:
a. Strict enforcement of the hours that the park is open
for public use (7:00 A.M. to 10:00 P.M.).

•ENCLOSURES
At the December 16th Commission meeting, the Administration was
directed to hold ? public hearing tc d scuee the recommendations
of the Planning Department and Public Works Department regarding
the area around the Coconut Grove Elementary School. All property
owners were notified by mail. In addition, formal notices were
published in the newspapers. Mr. Grimm, from my staff, conducted
the meeting, and representatives of the Planning Department, Public
Works Department and Metro Department of Transportation were present.
Attached to this memorandum is a list of all those from the neigh-
borhood who were in attendance. The school was represented by the
Principal, President of the P.T.A. and the legislative representative
for the P. T. A.
I wish the Administration could report that all of the differences
that exist between the parties involved were resolved; unfortunately,
we cannot. The basic objections that have been voiced repeatedly by
Mr. Daw and other residents on Florida Avenue still exist. The
changes in the area recommended in the report of December 6th have
been somewhat modified at the suggestion of the P.T.A. and other
representatives of the school. These modified recommendations are
supported by the Administration.
At the conclusion of the meeting, Mr. Grimm informed all those in
attendance that this report would be presented to the City Commission
during the morninsr seeslor of the January 13th Commission ission meeting.
'He further told the audience what the report would contain. The
substance of the recommendations is as follows:
1. ALLOW THE CONTINUATION OF THE BARRICADING OF MATILDA
STREET BETWEEN FLORIDA AND OAK AVENUES BETWEEN 8:00 AM
and 3:15 PM BUT RESTRICT THE PLACEMENT OF THE NORTH
AND SOUTH BARRICADES 'lb WITHIN 100 FEET OF THE
FLORIDA-MATILDA INTERSECTION.
2. `REQUEST THAT DADE COUNTY DEPARTMENT OF TRAFFIC AND
TRANSPORTATION MODIFY TRAFFIC AND PARKING SIGNS WITHIN
THE AREA TO REFLECT THE FOLLOWING INFORMATION:
a) CLOSURE OF MATILDA STREET BETWEEN FLORIDA AND
OAK AVENUES DURING SCHOOL HOUR.

IN THE AREA OF -THE SCHOOL AND PARK.
4, IMPROVE THE RESIDENTIAL ENVIRONMF.NT OP FLORIDA AVENUE
BETWEEN McDONALD AND MATILDA STREETS BY:
a)

OPEN FOR FUI3LIC USE (7 : 00 AM TO 10 : 00 PM) .
b) RELOCATING THE C}IILDREII'S PLAY EQUIPMENT IN KIRK
MUNROE PARK CLOSER TO MATILDA STREET.
) IM",PROVING THE EXISTING STORM DRAINAGE THAT HAS
RESULTED IN CONTINUAL FLOODING OF TIIE RIGHT--OF-WAY.
UNDERTAKING A STUDY TO ASCERTAIN HOW TO ALLEVIATE
THE PERSISTENT CRIME PROBLEM.
The foregoing recommendations are basically the same as appeared in
the December 6th report. The one exception is that Section 3 of the
earlier report, which had recommendations to the School Board, has
been eliminated because it was felt that these could not be accom-
plished under the strict budget limitations now existing in the
schools. It was further tempered by the fact that with the increased
parking on the street we may have provided enough relief. The rec-
ommendation to the School Board will, however, be reviewed at a
later date.
The Department of Public Works will formally request the Metropolitan
Dade County Department of Traffic and Transportation to study the
traffic patterns in the vicinity of the school with a view to possible
modifications to facilitate traffic flow.
Physical improvements to the street rights -of -way involved, such
as grading, pavinF, landscaping, etc. will be accomplished by City
forces.
