City Clerk MIAMI HAS LONG BEEN A LAND OF OPPORTUNITY —BUT TODAY, RISING COSTS THREATEN THE ABILITY OF WORKING RESIDENTS TO STAY IN THE CITY THEY HELPED BUILD. THIS PROPOSAL ALIGNS WITH THE CASA MASTER PLAN, BY ADVANCING THE AFFORDABILITY PILLAR AND BY ALLOWING AFFORDABLE AND MIXED -USE HOUSING ON UNDERUTILIZED COMMUNITY LAND. PASSED IN RESPONSE TO A STATE LAW ADOPTED LAST YEAR (SB1730), THIS LEGISLATION GOES FURTHER. IN THE CITY OF MIAMI—THE EPICENTER OF THE AFFORDABILITY CRISIS —IT SETS A HIGHER STANDARD FOR HOW WE CAN HELP RESIDENTS REMAIN IN THEIR NEIGHBORHOODS. THIS LEGISLATION CREATES OPPORTUNITY IN MULTIPLE WAYS: • FOR CHURCHES, NONPROFITS, AND CIVIC INSTITUTIONS TO GENERATE SUSTAINABLE REVENUE WHILE STAYING ROOTED IN THEIR MISSION • FOR THE CITY OF MIAMI TO LEAD NATIONALLY ON ONE OF THE MOST PRESSING URBAN CHALLENGES • FOR UNDERUTILIZED LAND TO BE TRANSFORMED INTO HOUSING FOR RESIDENTS STRUGGLING TO REMAIN IN THE NEIGHBORHOODS THEY GREW UP IN • FOR WORKFORCE HOUSING, INCLUDING HOMES FOR TEACHERS NEAR THE SCHOOLS THEY SERVE THIS IS NOTACURE-ALL—BUT IT IS MEANINGFUL ACTION. City Clerk LAND OF OPPORTUNITY HAS TWO OPTIONS FOR AFFORDABLE HOUSING BASED ON THE STANDARD SET FORTH IN MIAMI 21: 0 0 SECTION 3.16 A • 25% OF UNITS AT 6O%-80% AMI • REMAINING UNITS AT 8O%-100%AMI • 15% OF UNITS AT OR BELOW 60% AMI • 25 % OF UNITS AT OR BELOW 100% AMI • 1O% OF UNITS AT OR BELOW 120% AMI THE FLORIDA STATE BILL (SB1730) ONLY REQUIRES A 1O% AFFORDABLE HOUSING MINIMUM, OUR LEGISLATION TAKES THIS REQUIREMENT FURTHER TO ENSURE WE MEET THE NEEDS OF OUR LOCAL RESIDENTS. OFFICE OF CITY OF MIAMI COMMISSIONER 2ALPH "RAFAEL" DISTRICT 4 WHAT THIS LEGISLATION DOES NOT DO WITH CLEAR AFFORDABILITY STANDARDS AND ZONING GUIDELINES, WE ARE ENCOURAGING SMART DEVELOPMENT WHILE PRESERVING QUALITY OF LIFE PARKS WILL BE COMPLETELY UNTOUCHED BY THIS INTIATIVE. City Clerk THIS LEGISLATION: • USES COMMUNITY -SERVING LAND TO ADDRESS A COMMUNITY CRISIS • SETS A HIGHER AFFORDABILITY STANDARD THAN STATE LAW • HELPS RESIDENTS STAY IN THE CITY THEY HAVE GIVEN SO MUCH TO AT ITS CORE, THIS LEGISLATION IS ABOUT EXPANDING OPPORTUNITY WHERE IT MATTERS MOST. IT GIVES MISSION -DRIVEN INSTITUTIONS THE CHANCE TO STRENGTHEN THEIR FUTURE. IT POSITIONS MIAMI AS A NATIONAL LEADER ON AFFORDABILITY. IT UNLOCKS LAND TO HOUSE THE PEOPLE WHO MAKE THIS CITY RUN. AND IT HELPS ENSURE TEACHERS, SERVICE WORKERS, AND FAMILIES CAN LIVE IN THE COMMUNITIES THEY SERVE. THIS LEGISLATION IS A CRITICAL STEP IN MIAMI'S FIGHT AGAINST THE HOUSING CRISIS —AND A COMMITMENT TO THE RESIDENTS WHO BUILT THIS CITY AND STILL CALL IT HOME.
