Dear Hearing Boards,
As per City Code, section 23-6.2 (e), I am appealing to the Miami City Commission the HEPB
decision on item 5 of the December 2, 2025 agenda, which is an SCOA (Special Certificate Of
Appropriateness) for the property at 5101-5125 Biscayne Boulevard. It is Resolution HEPB-R-25-
046.
I am an aggrieved party; a named party on a Settlement Agreement attached to that property.
My reason for the appeal is that the HEPB's decision violates the terms of the aforementioned
Settlement Agreement that I am a party to, which is currently in litigation.
