A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO TEMPORARILY PAUSE CERTAIN ACTIONS AND FUNDING
ALLOCATIONS AUTHORIZED PURSUANT TO RESOLUTION NO. R-25-0542
AND RESOLUTION NO. R-25-0543 ADOPTED ON DECEMBER 11, 2025;
PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, on December 11, 2025, pursuant to Resolution No. R-25-0542, the City
Commission approved and authorized funding to Mabruk USA L.L.C., subject to approval of the
City of Miami's ("City") Housing and Commercial Loan Committee ("HCLC"), for a mixed use
affordable housing development ("Resolution No. R-25-0542"); and
WHEREAS, on December 11, 2025, pursuant to Resolution No. R-25-0543, the City
Commission approved and authorized funding to N.R. Investments, Inc., subject to approval of
the City's HCLC, for a mixed used affordable and workforce housing development ("Resolution
No. R-25-0543"); and
WHEREAS, the City Commission finds that it is in the best interest of the City to direct
the City Manager to temporarily pause actions and funding allocations authorized pursuant to
Resolution No. R-25-0542 and Resolution No. R-25-0543 to provide the District 3 Commissioner
with the opportunity to review, assess, and analyze affordable housing funding priorities and
needs in District 3;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution
are adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby directs the City Manager to temporarily
pause all actions and funding allocations previously authorized pursuant to Resolution No.
R-25-0542 and Resolution No. R-25-0543 to provide the District 3 Commissioner with the
opportunity to review, assess, and analyze affordable housing funding priorities and needs
in District 3.
Section 3. This Resolution shall become effective immediately upon its adoption.
