A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING MAYOR EILEEN T. HIGGINS' APPOINTMENT OF MR. JAMES
REYES AS THE CITY MANAGER OF THE CITY OF MIAMI, FLORIDA,
EFFECTIVE JANUARY 12, 2026, WITH THE SALARY AND BENEFITS AS
DETAILED IN EXHIBIT "A," ATTACHED AND INCORPORATED.
SPONSOR(S): Mayor Eileen T. Higgins
WHEREAS, Mayor Eileen T. Higgins was elected Mayor of the City of Miami, Florida, on
December 9, 2025, and sworn into office on December 17, 2025; and
WHEREAS, pursuant to Section 4(g)(6) of the Charter of the City of Miami, Florida, as
amended, the Mayor has the right to appoint a City Manager subject to the approval of the City
Commission within fourteen (14) days of said appointment; and
WHEREAS, Mayor Eileen T. Higgins ("Mayor") hereby appoints James Reyes ("Mr.
Reyes") to assume the duties of the Office of City Manager of the City of Miami, Florida with the
salary and benefits as detailed in Exhibit "A," attached and incorporated; and
WHEREAS, the City Commission wishes to approve the Mayor's appointment of Mr.
Reyes as the City Manager of the City of Miami, Florida with the salary and benefits as detailed
in Exhibit "A," attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Mayor's appointment of Mr. Reyes as the City Manager of the City of
Miami, Florida, effective January 12, 2026, with the salary and benefits as detailed in Exhibit
"A," attached and incorporated, is approved.
Section 3. This Resolution shall become effective immediately upon its adoption.
