HomeMy WebLinkAboutR-25-0019City of Miami Resolution R-26-0019 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 18607 Final Action Date: 1/8/2026 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), ESTABLISHING A SPECIAL REVENUE PROJECT TITLED "FY 2025 COPS HIRING PROGRAM;" AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD FROM THE UNITED STATES DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY ORIENTED POLICING SERVICES IN AN AMOUNT NOT TO EXCEED THREE MILLION DOLLARS ($3,000,000.00), WITH A REQUIRED LOCAL MATCH OF SEVEN MILLION SIX HUNDRED FOURTEEN THOUSAND SIX HUNDRED FORTY-EIGHT DOLLARS ( $7,614,648.00), TOTALING TEN MILLION, SIX HUNDRED FOURTEEN THOUSAND, SIX HUNDRED FORTY-EIGHT DOLLARS ($10,614,648.00); APPROPRIATING SAID FUNDS TO THE MIAMI POLICE DEPARTMENT FOR THE HIRING OF TWENTY FOUR (24) NEW LAW ENFORCEMENT OFFICERS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS TO ACCEPT THE GRANT, IN SUBSTANTIALLY THE ATTACHED FORM; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR OTHER DESIGNEE TO NEGOTIATE AND EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE ADMINISTRATION AND COMPLIANCE WITH THE GRANT. WHEREAS, the City of Miami ("City") submitted a grant application to the United States Department of Justice, Office of Community Oriented Policing Services ("COPS") to receive available grant funds for the hiring of twenty-four (24) new law enforcement officers ("Application"); and WHEREAS, the City received approval of the Application with a grant award in an amount not to exceed $3,000,000.00 for a five-year grant period to support the salaries and benefits of the twenty-four (24) new law enforcement officers; and WHEREAS, the local match required for this award is $7,614,648.00; and WHEREAS, as a condition of the grant award, the City must retain the funded positions for at least one (1) year after the grant period ends; WHEREAS, it is appropriate for the City Manager to accept the grant funds for the provision of additional law enforcement officers and to establish a special revenue fund for the appropriation of the grant funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 18607 (Revision:) Printed On: 1/21/2026 File ID: 18607 Enactment Number: R-26-0019 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established, and resources are appropriated as described below: FUND TITLE: FY 2025 COPS Hiring Program RESOURCES: U. S. Department of Justice, Office of Community Oriented Policing Services $3,000,000.00 LOCAL MATCH: City of Miami $7,614,648.00 APPROPRIATIONS: FY 2025 COPS Hiring Program $10,614,648.00 Section 3. The City Manager is authorized' to accept the grant award and appropriate funds for the hiring of twenty-four (24) new law enforcement officers and to execute the necessary documents for the acceptance of the grant funds, in substantially the attached form Section 4. The City Manager is further authorized1 to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the administration and compliance with the grant. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
