Background of Item: The City of Miami ("City") submitted a grant application to the United States Department of Justice, Office of Community Oriented Policing Services ("COPS") to receive a grant for the hiring of 24 new law enforcement officers ("Application"). The City received approval of the Application with a grant award in an amount not to exceed $3,000,000.00 for a five-year grant period to support the salaries and fringe benefits of the twenty-four (24) new law enforcement officers. The local match required for this award is $7,614,648.00. As a condition of the grant award, the City must retain the funded positions for at least one (1) year after the grant period ends. WHEREAS, the City of Miami ("City") submitted a grant application to the United States Department of Justice, Office of Community Oriented Policing Services ("COPS") to receive available grant funds for the hiring of twenty-four (24) new law enforcement officers ("Application"); and WHEREAS, the City received approval of the Application with a grant award in an amount not to exceed $3,000,000.00 for a five-year grant period to support the salaries and benefits of the twenty-four (24) new law enforcement officers; and WHEREAS, the local match required for this award is $7,614,648.00; and WHEREAS, as a condition of the grant award, the City must retain the funded positions for at least one (1) year after the grant period ends; WHEREAS, it is appropriate for the City Manager to accept the grant funds for the provision of additional law enforcement officers and to establish a special revenue fund for the appropriation of the grant funds; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established, and resources are appropriated as described below: FUND TITLE: FY 2025 COPS Hiring Program RESOURCES: U. S. Department of Justice, Office of Community Oriented Policing Services $3,000,000.00 LOCAL MATCH: City of Miami $7,614,648.00 APPROPRIATIONS: FY 2025 COPS Hiring Program $10,614,648.00 Section 3. The City Manager is authorized' to accept the grant award and appropriate funds for the hiring of twenty-four (24) new law enforcement officers and to execute the necessary documents for the acceptance of the grant funds, in substantially the attached form Section 4. The City Manager is further authorized' to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the administration and compliance with the grant. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
